Academically Challenging Curriculum to Enhance Learning (ACCEL) Policies Section 1003.4281, F.S. • Each school must offer, at a minimum, • Whole-grade and mid-year promotion • Subject-matter acceleration • Virtual instruction in higher grade level subjects • School district is required to • establish student eligibility and procedural requirements • establish a process by which a parent may request student participation in an ACCEL option that would result in the student attending a different school • A performance contract must be executed if a student participates in an ACCEL option by parent request • A performance contract is optional if a principal initiates a student’s participation in an ACCEL option
When Accelerated – Which Assessment? • The student should participate in the FCAT assessment that matches the course number the student is receiving instruction in. If a student is accelerated to a higher grade level course the student should participate in that grade level assessment. • Exceptions for skipping • Third grade reading – this is a statewide promotion requirement • Civics – this is a middle grades promotion requirement • 10th grade reading – this is a statewide graduation requirement • EOCs – these are statewide graduation requirements

New Proposed Middle Grades PromotionS. 1003.4156, F.S. • To be promoted to grade 9, successful completion of • Beginning in 2012-2013, students enrolled in high school Geometry or Biology must take the EOC • EOC performance constitutes 30% of the student’s final course grade • Passing grade must be earned to earn high school credit • Beginning in 2012-2013, one course must be at least a one-semester civics education course • Beginning in 2013-2014, a student must take the Civics EOC and EOC performance constitutes 30% of the student’s final course grade Students enrolled in Algebra 1, Geometry, or Biology must take the EOC and are not required to take the corresponding grade-level FCAT.
Middle Grades PromotionS. 1003.4156, F.S. • To be promoted to grade 9, successful completion of • One course in career and education planning • Completed in 6th, 7th or 8th grade • Course must be Internet-based • Customizable to each student • Research-based to assist students to identify • educational and career options • goals • Must emphasize entrepreneurship skills • Provide diploma designation options details • Provide information on assessment, scholarship and opportunities to earn college credit in high school • Including career dual enrollment courses
Middle Grades PromotionS. 1003.4156, F.S. NEW PROPOSED • Middle grades transfer students from out of country, out of state, private school, or home education after the beginning of the grade 8 second term are not required to meet the civics education requirement IF the student’s transcript documents • Passage of three courses in social studies OR • Two year-long courses in social studies that included coverage of civics education

Course and Assessment Requirements2013-2014 - 9th Grade CohortS. 1003.4282, F.S. • 4 credits in English Language Arts (ELA), • The four credits must be in ELA I, II, III, and IV • includes accelerated courses (dual enrollment, advanced placement, International Baccalaureate and Advanced International Certificate of Education) • Refer to 2013-2014 Course Code Directory • A student must pass 10th grade FCAT Reading (or ACT/SAT concordant score) until the state transitions to the 10th grade ELA assessment in order to earn a standard high school diploma

Graduation Requirements for Mathematics and Science New Proposed
Online Course Requirement • 1 course within the 24 credits must be completed through online learning • Excludes drivers education (2013-14 - 9th grade cohort and thereafter) • School district may not require student to take course outside the school day or in addition to a student’s courses for a given semester • Does not apply to • A student who has an IEP that indicates it would not be appropriate • An out-of-state transfer student enrolled in a public school who has 1 year or less remaining • A student who plans to earn a standard diploma via an • Academically Challenging Curriculum to Enhance Learning (ACCEL) option • IB or AICE curriculum program
ACCEL Option S. 1002.3015, F.S. • Each school district must offer rigorous industry certifications that are articulated to college credit • Award of a standard diploma per s. 1003.4282(3)(a)-(e), F.S. (2013-2014 9th grade cohort) • Identical to the 24-credit program option except • 1 credit PE not required • 3 electives instead of 8 • 18 total credits (student may earn additional credits) Note: no online course requirement Accelerated High School Graduation Options - S. 1003.429, F.S – Repealed 7/1/13
Certificate of CompletionSection 1003.4282(7), F.S. NEW PROPOSED • Different from current s. 1008.428, F.S. • A student who earns the required 24 credits, or the required 18 credits under s. 1002.3105(5), but fails to pass the assessments required under s. 1008.22(3) or achieve a 2.0 GPA shall be awarded a certificate of completion in a form prescribed by the State Board of Education. • Districts are encouraged to work with their general counsel regarding students who fall between July 1, 2013, and new language being passed in 2014 to determine best course of action when granting a certificate of completion

Required RemediationS. 1003.4156 (2)(3), F.S. – Middle GradesS. 1003.4282(5), F.S.- 2013-2014 9th Grade Cohort • Students who score Levels 1 or 2 on FCAT Reading, the following year must be enrolled in and complete a remedial course or a content area course in which remediation strategies are incorporated into course content delivery. • Students who score Levels 1 or 2 on FCAT Mathematics or the Algebra 1 EOC, the following year must be enrolled in and complete a remedial course or a content area course in which remediation strategies are incorporated into course content delivery. • Please see the Secondary Reading Placement Chartfor more information on placement of middle grades and high school students in reading intervention.
Statewide, Standardized Assessment Results Waiver – S. 1008.22(3)(c)2, F.S. What requirements must a student meet to be considered for an assessment results waiver? A student must meet all of the following criteria: • Be identified as a student with a disability, as defined in s. 1007.02(2), F.S. • Have an active IEP • Have demonstrated, as determined by the IEP team, achievement of the course standards • Participate in the statewide, standardized assessment at least once
Level 1 Courses • Students with an IEP entering 9th grade in 2012-2013 and prior • may take Level 1 courses and they will count toward a standard diploma • IEP team determines appropriateness of level of course for student • Students with an IEP entering 9th grade in 2013-2014 and thereafter • no Level 1 courses will count for credit towards a standard diploma • Students with disabilities pursuing a special diploma will receive credit for Level 1 courses
Rule 6A-10.0315Common Placement Testing and InstructionEffective 10/22/13 • Students who entered 9th grade in 2003-2004 or thereafter will not be required to • take the CPT • enroll in developmental education instruction at a FL College System institution (it is an option at the student’s request) • College Ready Cut Scores – applicable for tests administered on or after 10/22/13 • Grade 10 FCAT 2.0 Reading score of 262 demonstrates college readiness for college-level course work in reading and writing.
