FCA #5 Details • A total of 201 de-list bids reviewed for reliability (1,774 MW) in accordance with Planning Procedure No. 10 • De-list Bids > 0.8 X Cost of New Entry (CONE) (Permanent, Static, Exports and Administrative Export bids) are submitted prior to the auction • 45 Resources submitted consisting of 408 MW • 408 MW accepted • De-list Bids < 0.8 (below $4.279/kW-mo) X CONE (Dynamic) • 156 Dynamic De-list bids (1,366 MW) • 762 MW accepted • 604.25 MW denied (Vermont Yankee)

Advisory Vote • Planning Procedure No. 10, Section 7.5.1 states “The ISO will provide a summary of accepted de-list bids and the details of rejected de-list bids to the Reliability Committee at their first meeting following the ISO’s auction results filing with FERC. The Reliability Committee shall provide formal input and advice to the ISO with regard to rejected de-list bids after the relevant FCA through an advisory vote. Any member of the Reliability Committee shall provide on-going input and advice to the ISO through comment as appropriate by requesting the Chair of the Committee to include a specific rejected or accepted de-list bid as an item for discussion at a future meeting of the Reliability Committee.” • The ISO will seek an advisory vote today that the analysis of the Vermont Yankee Dynamic De-list Bid was performed in accordance with Market Rule 1, Section III.13.2.5.2.5 and Planning Procedure No. 10, Section 7
