  2. Function: Sets forth minimum uniform requirements of coal surface mining, requires a permit to mine, reclaims abandon mines, and for mining companies to restore mined land. Environmental Issues: Major impact of fish and wildlife, water and soil pollution and erosion, depletion of plant life.

  3. Regulating Agency Department of the Interior This act also created the Office of Surface Mining (OSM) which promotes regulations and reclamation efforts.
