Result: October, 1999: Permanent Replacement Housing Pilot Project

  6. Locating In-Fill building lots out side the 100 year flood plain

  7. Acquiring lots with available infrastructure connections will accelerate replacement housing efforts while raising the local tax base.

  8. BY PLACING HOME SITES IN VACANT “IN-FILL” LOTS, COMMUNITIES ARE ABLE TO RETAIN THEIR TAX BASE AND PROVIDE A SUSTAINABLE ENVIRONMENT FOR NEW HOME OWNERS. SCHOOLS, CONVENIENCE STORES, AND CHURCHES ARE WITHIN WALKING DISTANCE. THESE REPLACEMENT HOUSING LOTS ARE WELL OUTSIDE THE 100 YEAR FLOOD PLAN.

  9. WAREHOUSE OPERATIONS: A CENTRAL POINT FOR SUPPLIES AND DONATIONS SHEETROCK AND CABINET DONATIONS FROM LOCAL VENDORS READY FOR USE IN NEW REPLACEMENT HOMES TRAILER LOADS OF DONATED NEW CARPET FOR USE IN THE NEW HOMES

USES EXISTING PRISON RESOURCES AND INMATE “TRADES” PROGRAMS TO BUILD THE REPLACEMENT HOUSING PANELS POSITIVE RESPONSE BY INMATES INVOLVED IN PROGRAM: * FEELING OF HELPING OTHERS IN FLOODED COMMUNITIES * LEARNING WORK SKILLS IDENTIFIED CORRECTION FACILITIES CAN EASILY ACCOMONDATE THE PANEL CONSTRUCTION OPERATION INTO EXISTING SPACE. THIS FACILITY CAN EASILY BUILD ONE COMPLETE SET OF HOUSE PANELS IN A DAY. COST SAVINGS USING INMATES TO BUILD PANELS IS: $2,000./ PER HOUSE.

  11. INMATES IN HOUSING PROGRAM CAN LOAD COMPLETE SET OF HOUSE PANELS IN SIDE DELIVERY TRUCK IN LESS THAN 30 MINUTES. EACH PANEL IS NUMBERED FOR INSTALLATION IN ACCORDANCE WITH HOUSING PLANS. EACH PANEL ENGINEERED FOR BUILDING CODES COMPLIANCE AND SUSTAINABILITY. PANEL OPERATION CAN FLIP HOUSING PLAN WHEN REQUESTED TO ELIMINATE “COOKIE CUTTER” LOOKING COMMUNITIES. HIGH CONSTRUCTION STANDARDS ENABLES COMMUNITIES TO PULL PANELS FROM DELIVERY TRUCK ON TO PREPARED FLOOR SYSTEM AND ERECT HOME WITH AMAZING ACCURACY AND SPEED. PANELS ARE LAYED OUT ON FLOOR BY THE NUMBER.

THE DEPARTMENT OF CORRECTION HAS 144 INMATE WORK CREWS STATE WIDE THAT ARE ORGANIZED TO PERFORM WORK WHEN AUTHORIZED BY THE GOVERNOR. 1 SELF SUFFICIENT WORK CREW CONSIST OF THE FOLLOWING: 10 INMATES (HONOR GRADE). 1 DOC STAFF SUPERVISOR 1 TRANSPORT / WORK VEHICLE THAT INCLUDES A PORT-A-POT AND WORK TOOLS 1 DAY SUPPLY OF FOOD AND LIQUIDS FOR CREW 1 WORK CREW COULD ERECT AND DRY-IN ONE HOUSE PER WEEK!

EASE OF CONSTRUCTION IS MADE POSSIBLE BY THE USE OF PRE-MANUFACTURED HOUSING PANELS PROVIDED BY THE DEPARTMENT OF CORRECTION WALLS UP AFTER 2 HOURS READY FOR ROOF TRUSS IN 6 HOURS

THE NORTH CAROLINA COMMUNITY COLLEGE SYSTEM VOLUNTEERS HELP BUILD PERMANENT REPLACEMENT HOUSING FOR FUTURE PROJECTS LOCAL COMMUNITY COLLEGES MAY PROVIDE ASSISTANCE BY: * USE TRUCK DRIVING SCHOOLS TO TRANSPORT WALL PANELS AND SUPPLIES TO COMMUNITIES. * DEVELOPING CONSTRUCTION PROGRAMS THAT WILL TRAIN STUDENTS IN THE BUILDING TRADES WHILE CONSTRUCTING PERMANENT REPLACEMENT HOUSING. * JOB TRAINING, AND PLACEMENT OPPORTUNITIES FOR WORK FIRST CLIENTS IN CONSTRUCTION TRADES.

  19. TEAM DEPOT VOLUNTEERS WORKING IN THE COMMUNITY PUBLIC / PRIVATE PARTNERSHIP With Donations of tools and equipment-Home Depot assisted in the start up of the manufacturing operation within the Department of Correction, and provided tools for on scene construction by volunteers.
