Two Target Areas for Risk Management Hazard Impact Reduction • Measures to reduce the frequency or physical impact of climate events • “Structural” • Infrastructure • Significant immediate investments • Risk assessment and cost-benefit based Socio-Economic Vulnerability Reduction • Focuses on Livelihoods • Improves ability to bear the cost or avoid a hazard event • Low cost continual investments • Risk assessment and cost-benefit based WECOOP Dushanbe
