  3. Why does JANET(UK) follow procurement regulations? • All public funded organisations must follow the regulations for the award of contracts above a certain value • £156k total spend on similar items • over four years • or contract lifetime

  4. Why does JANET(UK) follow procurement regulations? To ensure procurement decisions: • Are based on value for money • Allow competition • Give sufficient time for suppliers to bid • Ensure all suppliers are treated fairly • Ensure no breach in regulations that would enable a supplier to take action against JANET(UK)

  13. Procurement method - Responses • Suppliers meeting all of the MRs will be invited onto the framework • The IR score will determine the ranking on the lot on the framework

  14. Procurement method - Framework Agreement • Over-arching framework agreement • Individual framework agreements signed by each supplier and JANET(UK) • Each supplier’s T&Cs are used for individual orders.

  16. What services are offered? • Transmission Services • Leased lines • Dark fibre • Wide Area Ethernet • DSL services. • Not limited to these. • New technologies and products can be added.

  17. What services are offered? • Details of all third party suppliers being used are given. • Each supplier takes ownership of managing all third parties. • Each supplier provided full details of the processes and procedures involved for order fulfilment.

  18. What services are offered? Each supplier has a SLA for each type of service it is offering including: • service delivery • availability and • fault handling.

How to use the framework • Customers: Place order with supplier ranked first on that lot; or • Run a mini competition inviting all capable suppliers • Can vary individual weighting between half and double these values: • Contract Form 12% • Technology/SLA 16% • Delivery/provisioning times 16% • Fault Management 16% • Charges 40%
