  5. Phase 2 – The Brief Identify the full set of challenges or barriers that exist for transport co-ordinators (England only) What hinders cost effective transport organisation? What would help you do this more effectively?

  6. Phase 2 Key Question Apart from financial factors, what would enable YOU to do a better job in managing your transport responsibilities?

  7. Legislation Legislation – • Are there any legislative barriers? • What practicable changes to legislation would be beneficial?

  8. Flexible operations Flexible services • Why has DRT made so little impact? • Is it a viable and useful option?

  9. Third Sector/CT operation Third sector operations • What could be done to enable them to contribute more to the overall transport network? • What makes it difficult to gain more social benefits?

  10. Co-operation with Health Working with Health • Why is this difficult? • There are some successes, but why so few? • What are the barriers to closer working and saving money for both?
