National Policy and Strategy(Article 6 of CBD) Following biodiversity related policies are in force in Bangladesh: • National Environment Policy 1992 • National Forestry Policy 1994 • Fisheries Policy 1998 • Agriculture Policy 1999 • National Water Policy 1999 • National Energy policy 1996 • National Industry Policy 1999

  3. National Policy and Strategy(Article 6 of CBD) • National Biodiversity Strategy and Action Plan (NBSAP) for Bangladesh 2006 is a framework for conservation, sustainable use sharing of benefits of biodiversity use of the country. • NSAPR II has addressed aspects of environmental health, energy, agriculture, natural resources, climate change and disaster management.

  4. National Policy and Strategy(Article 6 of CBD) • The other initiatives for conservation of biodiversity are National Environment Management Action Programme (NEMAP), Sustainable Environment Management Programme (SEMP) and Bangladesh National Adaptation Programmes of Action (NAPA) • Achievement of the goals 1 and 7 of MDGs in ensuring poverty alleviation and environment sustainability is in progress

National Policy and Strategy(Article 6 of CBD) • Poverty Reduction Strategy Paper (PRSP) 2005, National Strategy for Accelerated Poverty Reduction II (NSAPR II) 2009-2011, NSAPR II (Revised) 2009-2011 addressed aspects of environmental health, energy, agriculture, natural resources, climate change, biodiversity conservation and disaster management • The Sixth Five Year Plan (2011-2016) says….

  10. Impact Assessment(Article 14) • EIA has been made mandatory under Environment Conservation Act (ECA) 1995. Adverse effects of a project on the biodiversity are being addressed through EIA

Declaration of ECA(ref: Clause 5(1) ECA 1995) • Government may by notification in official gazette, declare an area as an Ecologically Critical Area (ECA), if it is satisfied that due to degradation of environment, the ecosystem of the area has reached or is threatened to reach at a critical state • Government by notification would mention which operations or processes can be or can not be carried in the that ECA
