10. Joint Agency Limousine/Taxicab Enforcement – December 7, 2007 • Transportation Enforcement Section staff joined with the San Francisco Taxi Commission, San Francisco Office of the District Attorney, and San Francisco Police Department on a “Operation Bandit” operation • Targeted limousine carriers who solicited passengers without prearrangement and no waybills. • Staff acted as decoy passengers needing rides to the airport and was solicited in front of major hotels and other busy areas of San Francisco. • 12 limousine operators were cited for various violations • 2 vehicles were towed

11. Joint Agency Limousine/Taxicab Enforcement – June 6, 2008 • CPSD Transportation Enforcement Section participated in a Friday evening "sting" operation with SF Police Department officers and the SF Taxicab Commission staff • Targeted limousine operators who illegally solicited customers without prearranged fares. • 5 teams of undercover TES staff and police officers at various hotel and tourist areas in downtown SF. • Resulted in 7 misdemeanor arrest/citations for illegal solicitation • 1 limousine impounded and towed for prior. • 1 hotel staff was cited by SFPD for participating in the active soliciting of undercover staff. • 14 limousine drivers cited for a number of reasons such as having no waybills and not having the required DMV vehicle livery plates.

12. Staffing at major airports • In FY 07/08, 5 investigator positions were funded from an increase in fees paid to the PUC by limousine operators to work exclusively at the state’s major airports. The limousine industry and the airports believe that this increased presence will greatly reduce the problem of limousines operating without a permit issued by the PUC. CPSD staff has already implemented an effective enforcement plan at the Los Angeles World Airport, and is currently working with airport authorities and local prosecutors.
