HBE Updates – December Board Meeting Premium Aggregation • Analysis presented with pro’s and con’s of discontinuing premium aggregation • HBE will discontinue collecting premium payments in 2016 Adult Dental Plans • Currently under discussion • Stakeholder interest in promoting Adult Dental in Plan Year 2016 Open Enrollment Update from IPAs and Brokers (we’d like your thoughts!) • Uncertainty of ongoing funding • Translations

HBE Updates – Enrollment Update • QHP enrollment beginning January 1 = 107,000 • 26% are new enrollments • 60% of 2014 enrollees have renewed • Apple Health (continuous enrollment) • Expansion population = 471,600 • Special Enrollment Period • Experienced system issues related to enrollment • Request process on-line or through Call Center • IT System Architecture and Code Review QHPs – new 27,700 QHP renewals 79,300

7. HBE Updates - Budget • No-Cost Extension across HBE programs through 2015 • Supplemental Federal Grant Request - 2015 • Received about 2/3 of requested funds • Includes system improvements, operations, plus continued funding of IPAs, tax season campaign, content management, mobile app • HBE Leadership determining priorities • 2015 HBE State Operating Budget • HBE Leadership continues to meet with various Legislative Committees • HBE Budget request submitted with HCA package • Governor’s Budget included full funding for HBE at request level • $10 million allocation to DSHS for Medicaid enrollment

8. HBE Updates - Operations • Call Center • Managing call volume (currently no waiting) • Wait times around January coverage deadline were longer • More than 50% of calls are new enrollment/renewal (QHP and Medicaid) • Navigators/Brokers • Navigators Recertifications wrapping up January 15 • 1,095 certified, 370 are new (425 still logged into the test) • Broker registrations (ongoing) • 1,800 registered (compared to 2,400 in 2014), 600 of these are new • January release v2.1 – January 20, 2013 • System outage January 16-19 for DSHS Maintenance/Update • Release overview webinar – Tuesday, January 13 at 4 p.m.

Income Tax Communications • 1095-A to be sent by HBE to QHP recipients by 1/31/15 • Will include an “FAQ” (preview) • Tax credits are reconciled on income tax return • Estimated income vs. actual income • Can use 1040, 1040A, 1040NR (but not 1040EZ) • HBE Resources • Webinars – Assisters, partners, etc. • FAQs • 25 Designated Client Service Specialists

Discussion - Communicating with HBE Partners • As a partner, how well is HBE meeting your needs in terms of communicating the information you need to facilitate enrollment? • What types of information are most helpful or would be most helpful? • What are the best methods of communicating with partners? • What other suggestions or advice do you have?

Discussion - Health Literacy – What’s Next? • Finish up publications and translations and disseminate • We are asking our partners/stakeholders to help us define our role • How can HBE best advance health literacy? • Who is already doing this work that we should be partnering with? • What should we be asking the community and our partners? • Who are the people who need to be reached? • What do they need to know? • How do they need to get the information? • Who is in the best position to deliver the message(s)?
