  9. Large Investments Needed • Billions in new tooling and engineering will be required e.g., 2 million hybrids per year, $6 - 7 billion • Domestic companies currently at a disadvantage in available capital

  10. Policy Options • Incentives for vehicle and component manufactures • Tax credits • Loan guarantees • Health Care cost relief • Incentives for U.S. farmers to grow fuels, and local gas stations to supply them • Clear fuel savings goals
