NCAA Division II Proposal No. 2015-1: Participation of Signed PSAs in Institutional Fundraisers or Promotional Activities • A PSA may participate in institutional fundraisers prior to his or her initial collegiate enrollment provided the PSA has graduated from high school and has signed a NLI or a written offer of admission and/or financial aid. • Effective Date: Immediate.

Participation of Signed PSAs in Institutional Fundraisers or Promotional Activities, continued • PSA is required to graduate from high school prior to participation. • Institutions may provide expenses to a PSA to participate, however, institutions cannot provide transportation to enroll per NCAA Bylaw 13.5.4. • PSA that signs multiple offers of admission and/or financial aid, may participate in fundraisers and promotional activities at multiple institutions.

  9. Proposal No. 2015-2: Impact of Violations of Recruiting Contact and Evaluation Legislation • Violations of the recruiting contact and evaluation legislation shall be considered de minimis [D] institutional violations and will not affect a PSA’s eligibility. • Effective Date: August 1, 2015.

  10. Impact of Violations of Recruiting Contact and Evaluation Legislation, continued • Violations would be institutional violations and would have to be reported to the NCAA enforcement staff. • Involved PSA’s eligibility is not affected.

Proposal No. 2015-3: Permission to Contact and One-Time Transfer Exception – Hearing Requirements • If an institution denies a SA’s written request for permission to contact or use of the one-time transfer exception, SA must be provided the opportunity to actively participate in the hearing. • If institution does not respond within 14 calendar days, a violation has occurred and the request is automatically granted. • Effective Date: August 1, 2015.

Permission to Contact and One-Time Transfer Exception – Hearing Requirements, continued • Hearing must be conducted within 30 calendar days of the SA’s written request. • If the SA’s request to use the one-time transfer is granted by default, he/she must meet all other requirements of the one-time transfer exception (Bylaw 14.5.5.3.9) to be immediately eligible for competition.

Permission to Contact and One-Time Transfer Exception – Hearing Requirements, continued Trigger for Required Response Timelines for Written Requests for Permission to Contact, Use of the One-Time Transfer Exception and Related Hearings • Clarifies that the written request must be submitted by the SA. • Failure to respond to a written request from another institution or from an individual other than the SA does not constitute a violation.   14. Proposal No. 2015-4: Post High School Tryouts • Establishes a post high school tryout for PSAs. • Once a PSA graduates from high school and after September 1, the PSA is permitted to participate in a second tryout. • Aligns with the official visit legislation. • Effective Date: Immediate.

  15. Proposal No. 2015-11: Recruiting – Publicity After Commitment • Eliminates the restrictions on publicity related to a PSA after he or she has signed a NLI or the institution’s written offer of admission and/or financial aid. • Effective Date: Immediate.

Recruiting – Publicity After Commitment, continued Signed PSA Attendance at a Press Conference or Celebratory Event Outside the Locale of the Institution • Clarifies that if your institution hosts an event outside the locale of the institution, the PSA and his or her relatives can attend and receive a meal. • Institution cannot provide transportation to the event. Recruiting – Publicity After Commitment, continued Institutional Staff Member Attendance at an Off-Campus Press Conference or Celebratory Event • Staff member may attend an off-campus institutional press conference or celebratory event held for the purpose of announcing regardless if media are present. • Not permissible for an institutional staff member to attend a noninstitutional press conference or celebratory event if media are present. Official Interpretation [Reference: 3/26/15, Item No. 3-d]

Proposal No. 2015-12: Local Sports Club Expenses • Specifies that a coach may receive expenses from an institution to engage in recruiting activities on behalf of the institution while coaching a local sports team. • A coach may also recruit on behalf of the institution while receiving expenses from a local sports club. • Effective Date: Immediate.

  20. Local Sports Club Expenses, continued • A member institution and local sports club may share a coach’s actual and necessary expenses. • Institutions must monitor any recruiting activity in accordance with institutional policy.

Local Sports Club Expenses, continued Modification of Wording – Proposal No. M-2016-1 Clarifies that a coaching staff member may receive actual and necessary expenses from an institution to engage in recruiting activities on behalf of the institution while serving in his or her capacity as a local sports club coach.

Proposal No. 2015-5: Participation in Foreign Tours • For a SA to participate in a foreign tour that takes place between terms (e.g., winter break, summer) the SA must be certified as academically and athletically eligible for the following academic term. • SAs who have exhausted their eligibility in a term immediately preceding the foreign tour may participate if otherwise eligible for competition or has graduated.

Participation in Foreign Tours, continued • Incoming SAs are permitted to participate prior to initial full-time enrollment provided PSA has committed to your institution and received academic and amateurism certification. • Incoming transfer SAs must receive an amateurism certification and be otherwise eligible. • Effective Date: Immediate.

Participation in Foreign Tours, continued Noncontroversial Legislative Proposal • Would eliminate limitation on SA participating in only one foreign tour per institution per sport. • Institutions would still be limited to one foreign tour per sport every four years. • Will be reviewed by NCAA Division II Management Council in July 2015.

Participation in Foreign Tours, continued Noncontroversial Legislative Proposal • The 10 days of practice associated with a foreign tour must take place within 14 days of departure for the foreign tour. • Days that fall during the institution's final examination period and the seven-day winter break period are not included in the 14-day window. • Will be reviewed by Management Council in 2015.

Proposal No. 2015-16: Summer Conditioning Workouts – Fall Sports • In fall championship sports (including golf and tennis for those institutions that conduct the championship segment during the fall), beginning June 1 through the conclusion of an institution’s summer vacation period, strength and conditioning personnel may design and conduct workout programs for SAs, as specified. • Workouts may not be required. • Effective Date: June 1, 2015.

Summer Conditioning Workouts – Fall Sports, continued • Strength and conditioning coach conducting such workouts must: • Perform strength and conditioning duties for at least one other intercollegiate team at the institution during the academic year. • Be certified through a national strength and conditioning program. • Maintain a current certification in first aid, cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) use.

Summer Conditioning Workouts – Fall Sports, continued Emergency Legislative Proposal – Proposal No. EM 2016-1 PSAs and current SAs must satisfy the mandatory medical examination requirements in Bylaws 17.1.5 and 17.1.5.1 prior to participation in: • Permissible voluntary summer conditioning workouts designed or conducted by institutional strength and conditioning personnel; • Voluntary individual workout sessions in individual sports; or • Voluntary individual workouts pursuant to the sport-specific safety exceptions.

Summer Conditioning Workouts – Fall Sports, continued Timing of Medical Examination for Returning SAs Participating in Voluntary Summer Workouts • A returning SA would meet the requirement to have a medical examination or an updated medical history completed prior to participation in voluntary athletically related activities in the summer provided the SA had a medical examination or updated medical history on file from the prior academic year. Proposal No. 2015-17: Team Activities Outside the Playing Season • SAs in sports other than football mayparticipate in a maximum of two hours of team activities per week as part of the permissible eight hours of countable athletically related activities that may occur outside of the playing season during the academic year. • Effective Date: August 1, 2015.

  33. Team Activities Outside the Playing Season, continued • Team activities may include practice sessions for the entire team. • Out-of-season activities are still limited to eight hours per week, with no more that two hours of team activities. • Skill instruction remains permissible.

Proposal No. 2015-18: Competition Start Date-Spring Sports • Applies to baseball, golf, lacrosse, rowing, sand volleyball, softball and tennis. • In years when February 1 falls on a Saturday, Sunday or Monday, an institution may participate in its first contest or date of competition beginning the Friday preceding February 1. • Effective Date: Immediate.

Proposal No. 2015-6: Establishment of National Collegiate Championship in Sand Volleyball • Established a National Collegiate Championship in sand volleyball. • First championship will occur spring 2016. • Established a six-person sand volleyball committee. • Effective Date: • Establishment of Committee – Immediate. • Championship – August 1, 2016.

  39. Proposal No. 2015-8: Full-Time Compliance Administrator with No Coaching Duties • An active member institution must certify annually that it employs a full-time compliance administrator with no coaching responsibilities. • Effective Date: August 1, 2018.

Full-Time Compliance Administrator with No Coaching Duties, continued Full-Time Compliance Administrator with No Coaching Duties Must Serve as Senior Ranking Compliance Officer • If an institution employs more than one compliance administrator, the senior ranking administrator cannot have coaching duties. Proposal No. 2015-9: Student-Athlete Advisory Committee Representation on Management Council • The composition of the Management Council shall include two representatives of the NCAA Division II Student-Athlete Advisory Committee. • The representatives from the Student-Athlete Advisory Committee shall have one vote on the Council. • Effective Date: Immediate.

  44. Proposal No. 2015-10: Student-Athlete Advisory Committee – Convention Vote • The Student-Athlete Advisory Committee shall be entitled to one vote at the NCAA Division II Convention business session. • Effective Date: August 1, 2015.

  46. Proposal No. 2015-13: Meals Incidental to Participation • An institution may provide meals and snacks to SAs as a benefit incidental to participation in intercollegiate athletics. • Effective Date: August 1, 2015.

Proposal No. 2015-13: Meals Incidental to Participation, continued Modification of Wording Proposal No. M-2016-2 • Clarifies that an institution may only provide cash in lieu of a meal incidental to participation in intercollegiate athletics. • Specifies that when it is permissible for an institution to provide cash in lieu of a meal or snack incidental to participation, an institution shall not provide SAs with a meal or snack and cash for the same meal or snack.

Proposal No. 2015-14: Team Entertainment-In Conjunction with Practice or Competition • An institution, conference or the NCAA may provide reasonable entertainment (but may not provide cash for such entertainment) to SAs in conjunction with practice or competition. • Effective Date: August 1, 2015.

Team Entertainment-In Conjunction with Practice or Competition, continued • Institutions are responsible for determining what constitutes reasonable entertainment. • It is not permissible for SAs to miss class for an entertainment activity in conjunction with a practice. • Entertainment may be provided during the required day off during the playing season. • Institutions can provide transportation to a team entertainment activity.

  50. Team Entertainment-In Conjunction with Practice or Competition, continued Noncontroversial Proposal No. NC-2016-7 • Specifies that an institution, conference or the NCAA may provide reasonable entertainment to SAs as a benefit incidental to participation in intercollegiate athletics.
