Test Manual • Table of Contents • Advice from Your Colleagues • Fun Fact! 1,605 people completed last year’s MEAP survey
Test Manual • Assessment schedule is located on the inside front cover • Estimated lengths of tests are located on inside back cover
Test Manual • Initial section focuses on information for coordinators and school/district administrators • includes expanded return of materials information
Test Manual • Second section focuses on information for test administrators and accommodation providers • A summary of testing is included for staff members
Test Manual • Third section contains the actual directions for test administration • Appendix with DVD use information and sample forms • Errata on the MEAP web site
What’s New Career- and College-Ready • New cut scores may be approved by the State Board of Education at today’s board meeting. Fall 2011 reporting will reflect these changes.
What’s New MEAP-Access • MEAP-Access returns for special education students
What’s New Seat Time Waiver Programs • All testing and accountability guidelines are the same for seat time waiver students • FAQ and off-site testing application can be found on the MEAP web site
What’s New Other uses for Off-Site Applications • Students enrolled in a general education building who tests in a center-based setting • Request Off-site testing • Barcode must be for enrolled school • Alternatively, request PEPE change in MSDS to center-based program
What’s New Michigan Student Data System (MSDS) • Student information and demographics are taken from MSDS • Most data comes from the PEPE • No enrollment record, student is marked out of level
What’s New Testing Non-public School Students • Testing is optional • Students who are not designated as shared time, must test in their own school
Shared Time Students • Shared time students may request to be tested if less than 0.5 FTE • Ensure the correct Residency Code is entered in MSDS
Shared Time Students • Shared time or home schooled students enrolled 0.5 FTE or more must be tested by the public school
What’s New Administering Test Days and Parts • Test days and parts for reading, writing, science and social studies must be administered in the specified order unless written permission for a schedule deviation from BAA is obtained
What’s New Return Verification Form • In order to help schools avoid problems that occur when answer documents are scanned, the Return Verification Form lists the most critical aspects of returning materials
What’s New SEEs/S2E2s • No special handling of materials will be needed this year
Emergency Tests Emergency Tests (Form 99) • Emergency tests now include Reader Scripts for mathematics, science and social studies
What’s New Highlighters • References to highlighters in the test directions have been removed due to problems with use on answer documents • still a universal accommodation
What’s New BAA Professional Learning • A variety of PowerPoint presentations that provide overviews and other helpful information regarding statewide assessments • www.michigan.gov/baa-learning

Critical Reminders The Assessment Integrity Guide is essential reading • Provides Michigan standards for professional and ethical conduct in assessment administration and reporting • Available online at www.michigan.gov/meap
Critical Reminders Form Numbers All days and parts of a test must be taken in the same test form -F 1 + F 1 = Valid Test -F 99 + F 99 = Valid Test -F 5 + F 1 = Invalid Test
Critical Reminders Reader Scripts, CDs, DVDs and Enlarged Print are based on Form 1 • Be sure to use a Form 1 test booklet
Critical Reminders • All test materials must be kept in one secure location within the school • Test materials must be returned to this location daily
Critical Reminders • Make sure students complete the information at the top of the answer document • Every answer document must have an accurate bar code label with a valid UIC that matches the student information at the top of the answer document
Critical Reminders • Ensure special education students take the correct tests and use the correct accommodations based upon their IEPs
Critical Reminders BAA recommends a full day of school on each initial testing day • Schools must have written permission from BAA to alter the initial testing day schedule
Critical Reminders • Provide professional development for staff members • Fun Fact! Only 34% of school staff report professional development to help them administer MEAP tests
Test Administration Incidence Reports can be found at the bottom of the BAA Secure Site announcements page • Fun Fact! 824 incidence reports were filed last year
Critical Reminders Enhanced instructions and aids for organizing and packing materials for return to the scoring center can be found in the Test Administration Manual starting on page 31
Critical Reminders Fees • Student answer documents returned without a barcode will be charged by the scoring contractor $10 per document. • Emergency tests required due to a misadministration will be charged $50 per scored answer document
