1. FULFILMENT BY SPAIN OF ITS OBLIGATIONS UNDER THE PROTOCOLS
NMVOC AND NOx EMISSIONS: 1980-2005 Spanish commitments under both the Nox and NMVOC Protocols have not been to date reached.
NOx DESPITE THE DECREASING TREND OF EMISSIONS PROJECTIONS FOR YEARS 2005-2020, COMPLIANCE IS NOT EXPECTED TO HAPPEN BEFORE YEAR 2017 FOR BOTH THE “WITH MEASURES” AND THE “WITH ADITIONAL MEASURES” SCENARIOS. However, it should be noted that: policies and measures included in the “with measures scenario” are not rendering an effect throughout the whole projected period (2001-2020) both the “with measures” and the “with additional measures” scenarios are providing a relevant improvement in Spanish NOx emissions when compared to the BAU scenario.

IMPACT OF MEASURES INTRODUCED IN YEAR 2005-NMVOC New emission projections, including measures enacted up to 2005, provide NMVOC projected emissions in 2020 12% below previous estimates.
IMPACT OF MEASURES INTRODUCED IN YEAR 2005 -NOx New emission projections, including measures enacted up to 2005, provide NOx projected emissions in 2020 only 0,1% below previous estimates. New Air Quality and Atmosphere Protection Act (passed on November 15th) introduces binding emission monitoring and sets emission limit values.
4. MOTIVATED REASONS FOR NOT COMPLIYING AND FUTURE PROSPECTS
The likely causes for having a level of emissions which is not in compliance with our commitments under the NOx and VOC Protocols have to be placed in the perspective of the framework of: *sustained high economic growth (4%) * unforeseen high population increase (5M more)* thus, higher energy growth than earlier expectedboth describe trends in the last decade and have led to higher levels of air emissions and are reported also by TFIAM (UNECE) “CIAM report 2007” (page 29).

NEW ACT ON AIR QUALITY AND PROTECTION OF THE ATMOSPHERIC SYSTEM PASSED NOVEMBER 2007(Act 34/2007, NOVEMBER 15th, 2007) New more stringent emission limit values will be enforced. Traffic accounts for more than 34% of NOx emissions, hence: The new law has introduced a new taxing system which promotes cleaner vehicles.
IMPROVEMENT IN ENERGY CONSUMPTION: In absolute terms, total primary consumption has decreased in year 2006, while GDP keeps increasing. GDP VERSUS ENERGY CONSUMPTION
CHANGE ON GDP MAIN COMPONENTS: INDUSTRY AND CONSTRUCTION While GDP keeps increasing, building construction’s GDP in the first trimester 2007 is the lowest since the first trimester 2005. GDP share for the industry sector has also decreased in the first trimester 2007.
