  3. Afew reasons for implementing the WCO Standards • educators’ responsibility for those who are educated • innovations in curriculums • opinion and experience exchange with colleagues

HISTORICAL AND POLITICAL CONTEXT • 1.11.2006 - Ukraine adopted WCO SAFE Framework of Standards to secure and facilitate global trade • The State Customs Service of Ukraine has signed the Declaration on the intentions to implement WCO Framework of Standards on the national level • 2006 - the UkrainianAcademy of Customs • is the member of the INCU • Since 01.10.2007- PICARD in Ukraine

  5. Implementing the WCO Standards inthe UAC Curriculum: target groups • students of ІІ-V courses(training) • customs officers(vocational training)

  6. Ten thematic priorities defined by WCO OVERALL KNOWLEDGE REQUIREMENTS: • 1.National and International Policy • 2.Customs Role in Government and Interaction with Other Government Departments • 6. Strategic Planning • 7. Policy Development and Strategy Implementation • 10. Risk Management • 12. The International Supply Chain • 16. Principles of Ethics, Good Governance & Integrity • 17. Customer Management

  8. Correlation between WCOStandards and the UAC Curriculum • for training (a target group – students)- 70 per cent • for vocational training (a target group – customs officers) – 80 per cent

  9. There is much work we can do together (1): • we can implement projects on WCO Standards, innovations in education, MCA - programs

  10. There is much work we can do together (2): • we can apply WCO Professional Standards, international standards in testing, estimating and competence standards within pilot projects as to modernization of education

  11. There is much work we can do together (3): • on national levels we can also develop and implement a through studying plan for bachelors, specialists, masters in the customs business, innovative Curriculums with the aim to train professionals for the Customs Administrations, active citizens, leaders in the country and in the world

  12. There is much work we can do together (4): • We can make frame projects between customs colleges and universities taking into consideration different objectives (for example, integrated courses, training, conferences, a frame system of increasing qualifications including visitors-professors)

  13. There is much work we can do together (5): • we can compete with other systems of education for applicants, influence, budget and prestige

  14. PICARD is a pleasure giving knowledge, knowledge that increases possibilities, possibilities that lead to success
