  2. Housing & Accommodation Support Initiative (HASI) Innovative partnership program between NSW Health, Housing NSW and the NGO sector. 3

  3. HASI HASI is designed to assist people with mental health problems and disorders requiring accommodation support to: participate in the community maintain successful tenancies improve quality of life assist in the recovery from mental illness. 4

  4. HASI Stage 1 • Commenced 2002/03 • 100 high support packages (up to 5 hours support per day) • Packages went to 7 AHS, 3 different NGO providers

  5. HASI Objectives • Improve housing stability • Reduce impact on acute sector and non-acute inpatient • Reduce impact on crisis calls • Improve quality of life • Assist in the recovery of Mental Illness

  6. Eligibility Criteria • 16yrs and over • Diagnosed with a mental illness • Eligible for social housing • High level of psychiatric disability • Low level of functioning • Capacity to benefit • Informed consent

  8. HASI EVALUATION The Social Policy Research Centre UNSW – 2 year longitudinal evaluation of HASI Stage One. Outcomes: Almost 85% successfully maintained their tenancy Reduced hospitalisation rates, frequency and duration Frequency and quality of contact with family improved Increase in community participation Improved physical health Engagement with community MH services Improvement in psychological wellness 9

HASI Implemented in stages: STAGE One – 100 high support places (2002/03) STAGE Two – 460 low support places (2005/06) STAGE Three A – 126 high support places (2005/06) STAGE Three B – 50 very high support places (2006/07) STAGE Four A – 100 high support places (2006/07) STAGE Four B – 80 medium support and 160 low support HASI in the Home (2007/08) 10

  11. Current Evaluation A detailed overall analysis and evaluation of the Housing and Accommodation Support Initiative (HASI) program. SPRC – UNSW – an 18 month evaluation commenced in April 09

  12. Future Planning • HASI 5A under development • A model that is culturally appropriate for Aboriginal people • Extended Care HASI • Currently being scoped • Youth HASI

  13. Unique Partnership • Must be a real partnership, not simply a funder to provider relationship • Clear Service Level Agreements • Two Tier Management structure • Quality Advisory Structure • Selection Committee

  14. Selection of Clients • Selection of clients is by far the most crucial to success • Clients must be genuinely willing to engage • The program must be completely voluntary • Genuine risk assessment to include: • Vulnerability • Safety from self • Safety from others

What HASI is not • HASI is not a panacea for all clients currently held in long stay hospitals • HASI may not be suitable for many clients • HASI is not suited to clients requiring high levels of supervision, High Support does not mean high supervision • Clients may be eligible for inclusion, but may also be unsuitable

  16. What HASI is not (cont…) • Reasons for unsuitability include; • Support levels required different from what is available- Higher or Lower • Client unwilling to engage • Client does not understand common principles of community living
