Survey Distribution and Responses Distributed Week of March 23, 2014 with Annual Enrollment Information • Active State Employees via email (49,400 via listserv; 22,700 via higher education Coordinators) • Active via mail (Offlines, State Employees without Internet, and Municipal) 55,000 • Retiree and Survivor via mail 95,020 • Overall response rate 7.5% • State employees via email 6.9% • State employees via mail 5.32 % • Housing/Redevelopment Authority employees 0.56% • Municipal employees 1.8% • State retirees and survivors 12.39% • Municipal retirees and survivors 8.26% June 13, 2014

  3. Retirees are Very Satisfied With GIC Health Benefits; Employees Satisfied Retirees Employees

  4. State Employees More Satisfied Note: Although response rate was low for municipal employees, comments included strong dissatisfaction about moving from Blue Cross to higher out-of-pocket cost plans.
