Veterans AffairsPost 9/11 Transfer Eligibility Requirements • Transfer Eligibility Requirements • Any member of the Armed Forces (active duty or Selected Reserve, officer or enlisted) on or after August 1, 2009, who is eligible for the Post-9/11 GI Bill, and: • Has at least 6 years of service in the Armed Forces on the date of election and agrees to serve 4 additional years in the Armed Forces from the date of election. • Has at least 10 years of service in the Armed Forces (active duty and/or selected reserve) on the date of election, is precluded by either standard policy (service or DoD) or statute from committing to 4 additional years, and agrees to serve for the maximum amount of time allowed by such policy or statute, or • Is or becomes retirement eligible during the period from August 1, 2009, through August 1, 2013. A service member is considered to be retirement eligible if he or she has completed 20 years of active duty or 20 qualifying years of reserve service.

Veterans AffairsQualifying to Transfer Post 9/11 • Transfer Eligibility Requirements • For those individuals eligible for retirement on August 1, 2009, no additional service is required. • For those individuals who have an approved retirement date after August 1, 2009, and before July 1, 2010, no additional service is required. • For those individuals eligible for retirement after August 1, 2009, and before August 1, 2010, 1 year of additional service after approval of transfer is required. • For those individuals eligible for retirement on or after August 1, 2010, and before August 1, 2011, 2 years of additional service after approval of transfer are required. • For those individuals eligible for retirement on or after August 1, 2011, and before August 1, 2012, 3 years of additional service after approval of transfer required. • Becomes retirement eligible during the period 8/1/2009 – 8/1/2013 • If retiring after 8/1/2010 or before 8/1/2011 2 years of additional service • If Retiring after 8/1/2011 or before 8/1/2012 3 years of additional service

Veterans AffairsPost 9/11 Spousal Transfer • Transferring Benefit to Spouse • May start to use benefit immediately • 6 Years of active service on date of election – (spouse only) • Agrees to serve additional 4 years – (spouse only – active service only) • May use the benefit while the member remains in the Armed Forces or after separation from active duty. • Is not eligible for the monthly stipend or books and supplies stipend while the member is serving on active duty. • Can use the benefit for up to 15 years after the service member’s last separation form active duty. • Effective October 1, 2011 Spouse will receive book stipend

Veterans AffairsPost 9/11 Transfer to Dependent • Transferring benefit to dependent child • May start to use the benefit only after the individual making the transfer has completed at least 10 years of service in the Armed Forces. • May use the benefit while the eligible individual remains in the Armed Forces or after separation from active duty. • May not use the benefit until he/she has attained a secondary school diploma (or equivalency certificate), or reached 18 years of age. • Is entitled to the monthly stipend and books and supplies stipend even though the eligible individual is on active duty. • Is not subject to the 15-year delimiting date, but may not use the benefit after reaching 26 years of age.

Veterans AffairsUsing Post 9/11 GI Bill @ Texas State • Using Post 9/11 GI Bill benefit at Texas State • Apply for admission • Attend orientation • Register for classes • Sign up for VA educational benefits with Veterans Affairs • Turn in certificate of eligibility (Veterans Affairs Office) • Complete assorted office paper work (Veterans Affairs Office) • Veterans Affairs office will send enrollment certification to VA • Payment for Tuition will be sent directly to school • Housing stipend will be sent to student • Book payment is calculated at $41.67 per credit hour to student • Student can expect payment at the end of first full month of the semester • Housing stipend at Texas State is $1197 (may change annually)

Veterans AffairsPost-9/11 GI Bill: Marine Gunnery Sergeant John David Fry Scholarship • Fry Scholarship • The Fry Scholarship is an amendment to the Post-9/11 GI Bill (chapter 33) that makes education benefits available to the children of service members who die in the line of duty after Sept. 10, 2001. • The benefit went into effect on August 1, 2009; the same day the Post-9/11 GI Bill. Like Post-9/11 veterans • Eligible children attending school may receive up to the highest public, in-state undergraduate tuition and fees, plus a monthly living stipend and book allowance under this program • Eligible children are entitled to 36 months of benefits at the 100% level and they have 15 years to use the benefit after their 18th birthday. The benefits may be used until their 33rd birthday.

Eligible dependents will complete VA Form 22-5490, Application for Dependents' Educational Assistance, to apply. If you are a son or daughter, under legal age, a parent or guardian must sign the application. • In the remarks section of the 22-5490 please Enter “Fry Scholarship Applicant”

Veterans AffairsChapter 35 • Chapter 35 (Dependents Education Assistance) • You must be the son, daughter, or spouse of: • A veteran who died or is permanently and totally disabled as the result of a service-connected disability. The disability must arise out of active service in the Armed Forces. • A veteran who died from any cause while such service-connected disability was in existence. • A service member missing in action or captured in line of duty by a hostile force. • A service member forcibly detained or interned in line of duty by a foreign government or power. • A service member who is hospitalized or receiving outpatient treatment for a service connected permanent and total disability and is likely to be discharged for that disability. This change is effective December 23, 2006.

  17. Veterans AffairsChapter 35 • Chapter 35 (con’t) • Dependent must be between the ages of 18 and 26 • The application for this benefit is available online on the GI Bill website, through VONAPP. Eligible dependents will complete VA Form 22-5490, Application for Dependents' Educational Assistance, to apply • The program offers up to 45 months of education benefits • These benefits may be used for degree and certificate programs, apprenticeship, and on-the-job training • VA will send an “Award Letter” to student

  19. Veterans AffairsHazlewood Legacy • Hazlewood Legacy • Eligible veterans may assign unused hours of exemption eligibility to a child under certain conditions. To be eligible, the child must: • Both the veteran and dependent must be a Texas resident during the semester the exemption is claimed • Be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year • Be 25 years or younger on the first day of the semester or term for which the exemption is claimed (unless granted an extension due to a qualifying illness or debilitating condition) • Make satisfactory academic progress in a degree, certificate, or continuing education program** as determined by the institution.

Veterans AffairsHazlewood Legacy • Hazlewood Legacy (con’t) • If a child to whom hours have been delegated fails to use all of the assigned hours, a veteran may re-assign the unused hours that are available to another dependent child • Veterans' spouses are not eligible to receive a transfer of unused hours • The awards are available only for use at a Texas public college or university. To access listings of Texas public colleges and universities, follow this link to Texas Institutions of Higher Education and select any of the schools listed under the Texas Public Institutions. **Note: The schools listed under Independent Institutions do NOT qualify for Hazlewood Exemptions.

All students are assessed a property deposit fee of $50 their first term at Texas State. It is refunded at graduation.

Veterans AffairsCombat Exemption for Deployed Service Member Dependents • Combat Exemption • Program Purpose • To provide an education benefit to a child, or stepchild, of a member of the Armed Forces who is deployed to active duty in a combat zone outside the United States • Eligibility Requirements • Dependent child or stepchild who: • Is a Texas resident or is entitled to pay resident tuition, • Has a parent who is a member of the U. S. Armed Forces, and • Is enrolled for any semester or other academic term during which the service member of the armed forces is deployed on active duty for the engaging in a combative military operation outside the United States.

Students must be able to provide proof of meeting the program’s eligibility requirements, as outlined above. • Child must provide proof (ex- military orders, pay records from service member’s unit to which he/she is assigned, etc.) of service member’s deployment from the Department of Defense for the relevant semester or academic term. • Additional Information • Contact the financial aid office or the registrar's office at the college for additional information or assistance with this program.
