What is HCS - Short Background • Jointly developed – Government as captain • Expression on joint will to improve aid effectiveness • Aim is to Localize the Paris Declaration  Translate the main elements into locally- relevant terms  Same structure and outline than PD  Contents, indicators, and targets are selected, simplified, adapted or fine-tuned to Vietnamese circumstances

Salient features of HCS – a step ahead of PD • 28 partnership commitments around 5 pillars, 14 indicators to measure progress • Very consistent with PD • Simplified and short - easier to understand and implement • Clear and tangible goals – what are we trying to achieve? • But, how to get there? Vietnam Harmonization Action Plan (VHAP)

  5. Salient features of HCS – a step ahead of PD HCS: • GOAL: Donors progressively rely on the Gov. PFM. Systems strengthened (indicator 6) VHAP • OUTPUT: baseline survey on current PFM system • ACTIVITIES: ToR of the baseline study developed and agreed, results published, GOV prepared an action plan • RESPONSIBILITY: MPI, MOF, State audit of Vietnam, donors, concerned • TIMEFRAME: Before mid-CG

Why is it so important? • Global agenda into a locally formulated and locally approved commitment • Enhances the dialogues: Clarification of targets (Process of drafting!) • Responsibility to local donor office / Gov. • Created a Momentum for implementation • 1st localizer !! Innovator, Motivation!

  7. Progress at the moment: • Baseline survey – link to global discussion • Awareness raising and communication to stakeholders continuing • Time to start implementing • But… • In 2010 no Parallel PMU, what is PMU? • All projects aligned to Government systems ? • Timely ODA information…

  8. Next steps - towards effectiveness • HCS has made stakeholders to discuss – important achievement! • HCS may require supporting mechanisms: • Requires new/ different ways to do business • Requires pushing… • Requires monitoring… • No doubt: Implementation of HCS will improve the quality and effectiveness of ODA in Vietnam!
