Overview - 3 3) Summary of report from special committee in JISC • 2008, Special Committee on Human Resource Development • reviewed importance of training/education in standardization • indicated necessity of implementing following actions: • Awareness raising of standards towards consumers • Training and Education of standardization for students • Expansion of training for technical experts in international standardization • Awareness raising towards the company’s management level • Improve relationship between Standardization and R&D

  6. 2. General (Non-experts) -1 Purpose: • Raise awareness of standards towards consumers is necessary for the future standardization! • Increase number of people who know about standards! How: - Classes and Lectures • Elementary, junior/senior high school and technical college students • Using teaching materials developed by METI/JISC • University and graduate students • Supply examples of international standardization practices to universities, MOT or MBA

  7. 2. General (Non-experts) - 2 • Promotion • Seminars and symposium • Kid’s ISO 14000 Program supported by METI • An environmental education program originated in Japan since 2000 • Provide Certification to children who complete the program and understand environment management

Example from seminar: how standards are important in your life - 4 When will it be published? • 2011-2013 FY • Developing a draft standard in JIS drafting committee comprising experts from the relevant industries • 2014 FY • Deliberation of JIS draft at technical committees and Board of JISC. • Public comment: opportunity to submit comments • After public notification • New JIS will applies to Japanese “Household Goods Quality Labeling Act” • Act makes it obligatory to label new marks. 2013-November

Consumers - 3 what is the standardization? • Seminars to train non-experts, i.e. consumers, • be able to participate in JIS drafting committees • offer opinions from consumers’ perspective • 15 people joined the seminar in 2012 FY • Results: • Nippon Association of Consumer Specialists have participated in standards development, i.e. JIS for children’ cloth, hood with loop! How are standards close to consumers’ daily life? Required process ?

Consumers - 4 Can we have a talk by using graphical symbols? • METI's Program - Children's Day for Visiting Kasumigaseki • annual public event organized by the government offices • provide children with basic concept of standards using exhibitions/programs about standardization • introduce activities implemented by JISC Use the products the right way. If you use them in an improper way, what will happen then?

Business (Experts) - 1 Purpose: • Increase number of young experts to be active in standardization! • Share knowledge of ISO/IEC activities among experts for a better participation • Raise awareness of standards towards management level in companies to increase number of participants to standardization

Business (Experts) - 2 HOW: Training • Establish Young Professional Japan Programme in 2012 • Project to support new TC/SC secretaries and WG convenors of ISO/IEC • Training on ISO/IEC Directives and know-how in international standardization • Project to support newcomers in international standardization • Dispatching registered well experienced JISC senior experts

Business (Experts) -3 Activities/tools: • Financial aid for attending TC/SC meetings in ISO/IEC • Regular debrief meetings of ISO/IEC administrative matters (such as ISO/TMB, IEC/SMB, GA/GM etc. ) • Networking events for ISO/IEC Chairpersons, Secretaries and WG convenors • Establishment of contact point for consult ISO/IEC issues

Young professional -1 Curriculum of Young Professional Japan Programme • Establishment: July, 2012 (introduced by JISC (JNC)) • Program period: 3 months (every week) • Venue: Tokyo (1st and 3rd term), Osaka (2nd term) • Principle instructor: Mr. Harada(a former IEC/SMB member) • Invited speakers: • 1) Current SMB/MSB/CAB members • 2) Corporate executives • 3) Government officials etc. • Number of graduates: 52 (total) • Requirements for applicants: • 1) Age:29 to 39 • 2) English Skill (Min.): TOEIC 800 • 3) Involved in standardization activities: currently or near future etc. 24

Young professional - 4 Next Steps for Young Professional Japan (YPJ) Programme • 4th batch YPJ programme will start in spring this year • Collaborative activities between YP International and YPJat next IEC GM in Tokyo • Continue YPJ programme after IEC GM in Tokyo • Expansion of scale of YPJ programme from IEC only to include ISO 27

Young professional - 5 Young Professional Programme at International level • IEC established the programme in 2010 • Train young experts in IEC activities • Organize Workshop during IEC General Meeting for 3 days! • Programme includes: • Lecture from IEC officers • WG discussion and etc. • Trainees: 70 to 80 young experts from NCs • IEC GM in Tokyo will organize 5th WS as well! 28

Actions for future • In order to educate/train young experts with great ability in participating standardization: • YPJ programme will be expand its scope from IEC only to ISO activities • More strategic implementation of YPJ programme • Involve graduates from YPJ programme to TC/SC activities • Provide opportunities to YPJ in order to interact with YP international at IEC Tokyo GM • Develop systematic progamme for university level in order to promote standard programme in university
