    2. 2 Objective To provide information on the U.S. Western Hemisphere Travel Initiative (WHTI) To provide information regarding the development and implementation of the enhanced driver’s licence program in Canada.

    3. 3 U.S. Western Hemisphere Travel Initiative (WHTI) The U.S. WHTI is a legislated requirement for entry into the U.S. stemming from the 9/11 Commission Report U.S. Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004 mandated the development and implementation of a plan to require all travellers, including U.S. and Canadian citizens, to present a passport or other secure document or combination of documents that establish citizenship and identity when entering or departing from the United States This U.S. law does not affect entry requirements into Canada

    4. 4 WHTI Implementation U.S. WHTI Implementation WHTI is being implemented in stages by mode of transportation Air travel requirements went into effect January 23, 2007. All Canadian and American citizens, including children, must present a passport or a NEXUS card when used at kiosks at participating airports

    5. 5 WHTI Implementation – cont’d Land/Water requirements are transitioning toward standard and consistent documents for all travellers. Phase 1 transitional period was implemented on January 31, 2008 and requires that only specified accepted documents can be presented Phase 2 fully implements the WHTI at the land and water border on June 1, 2009

    6. 6 Government of Canada position on WHTI in land and water Canada provided its official comment the U.S. Notice of Proposed Rule Making (NPRM) for land and water on August 27, 2007 Government of Canada has strongly encouraged the United States to ensure that the WHTI is implemented with minimal impact on travel and trade at the border and without compromising local communities and our integrated economies. Proponents of a strategy to implement the WHTI in a way that will address security needs while facilitating the flow of legitimate travellers and goods across our shared border by land and water. Alternative documents recommended by Canada (NEXUS, FAST, Birth certificates for children, Enhanced Driver’s Licence and Certificate of Indian Status Card )

    7. 7 Enhanced Driver’s Licence (EDL) Program Characteristics One document that denotes your identity and citizenship Convenient and allows for spontaneous travel Fits in your wallet and is carried regularly Approximately 70% of Canadians already possess a DL Available to Canadian citizens only Voluntary Based on informed consent Issued by the province, territory or state Secure card and issuance process Will meet U.S. requirements for land and water crossing Less expensive than a passport ($87) Valid for 5 years

    8. 8 EDL Acceptance by Department of Homeland Security (DHS) Canada’s Provincial/Territorial EDL program requirements must meet minimum standards for the development of proof of status and nationality documents to facilitate and expedite cross-border travel (includes staff and facility security clearances) Incorporate a robust identity and citizenship verification mechanism (training and guidance provided by Citizenship and Immigration Canada (CIC)) Cards must: contain the word “enhanced” in the title have a ICAO-compliant Machine Readable Zone (MRZ) portray a common symbol used by all participating provinces and territories (PTs) contain a radio frequency identification (RFID) chip
