Excellence in Research for Australia ERA - a brief update Professor Alan Lawson Pro-Vice-Chancellor (Research & International)
General ERA Principles • Units of Evaluation: Fields of Research (FoR): 4-digit (157 units) & at 2-digit level (22 units) • Evaluation by Research Evaluation Committees in 8 discipline clusters • Minimum level of output for a discipline to be considered ‘research active’ for evaluation in ERA • 50 if citations used; 30 if not (books = 5) • Evaluations informed by a ‘dashboard‘ of discipline-specific indicators • Peer review of <20% of outputs in some FoRs accessed through institutional repositories Presentation for VC's Workshop 24 February 2010
Data to be submitted • All Research Outputs published 2003-08 (incl.) by: -- all eligible staff who were at UQ on 31.03.09 -- casuals, honoraries, adjuncts if they have research outputs with UQ in by-line) • Applied Measures {2006-08 for all eligible staff • Esteem Measures {who were @ UQ on 31.3.09 • All audited Research Income received by UQ 2006-08 > 50,000 research outputs <0.5 million coded data elements approx. 5,000 reportable researchers Presentation for VC's Workshop 24 February 2010
ERA 2010 – new features • Clarification of researcher eligibility requirements - separate category for casuals • Esteem indicators added (many discipline-specific) • Applied measures (Plant Breeder’s Rights, NHMRC Guidelines) • Ranked Conferences (some disciplines) • Will apportion FoRs for most indicators: in Trial, papers = 100% in each assigned Field. • Can nominate FoR for peer-reviewed outputs ERA 2010 Submission Guidelines – complex but well-organised {www. Presentation for VC's Workshop 24 February 2010
ERA 2010 – use of the results • Evaluations will be public forall 2 & 4-digit fields – by institution and nationally • Massive impact on reputation, recruitment, retention • SRE: ERA will drive performance component; SRE funding is contingent on ERA participation. • Research Block Grants – Govt will consult us on how RBGs can be linked to ERA results Presentation for VC’s Workshop 24 February 2010
Ranked research outlets Now finalised for this ERA Round Ranked & Coded Journal List – 20,712 journals Rankings: A* - 5%; A -15%; B - 27%; C - 52%; NR - 1% FoR Codes: - 33% of UQ pubs are in journals that have 1 (fixed) FoR allocated [but 67% of all journals have 1 FoR] - 67% are in journals with 2 or 3 Fields or classified multi-disciplinary. • We can assign & apportion <3 FoR codes Ranked Conference List –1,952 conf. proceedings Where applicable, Relative Citations will be more important than Journal Ranking Presentation for VC's Workshop 24 February 2010
What’s been happening….. • All UQ staff supplied details of their pubs → 7,000 ‘missing’ publications + >10,000 corrections were logged • ERA Team & ERA Steering Committee established • UQ ERA - www.uq.edu.au/research/era {UQ login only} • Academic Cluster Leaders; Cluster Expert Groups. • 48 Evaluation Committee nominations submitted to ARC • Income data being collected & assigned • ERAdactl 2 developed to collect esteem & applied measures • System development to enable data modellingto ensure submission reflects UQ’s strengths Presentation for VC's Workshop 24 February 2010
ERAdactl 2 Staff will be asked to supply new information in ERAdactl 2 between March 8 – 28 • Esteem measures (e.g. member of academy) • Applied measures (e.g. patents, designs) • Final check of pubs (esp. for non-FT staff) • Other prestigious awards/prizes, significant commissions etc – for Background Statements Where possible, we’ll extract from other sources We’ll collect/record them systematically in future Presentation for VC's Workshop 24 February 2010
What’s next • Initial FoR code assignment to research outputs • FoR code apportionment to: • research outputs (approx. 65% of cases) • eligible staff and other submission data • Pubs selected for peer review + research statements prepared for ‘creative works’ (some FoRs) • Data review & analysis – optimisation • 2-pp. Background Statements for 22 x 2-digit FoRs • Submission phase is technically complex – frequent verification/validation (starts 1 June) Presentation for VC's Workshop 24 February 2010
What you can do to help • Adhere to & enforce the timelines (they’re TIGHT!) • Support Cluster Leaders, Expert Reference Groups, Assoc Deans (R), & ERA Team ERA has made us think about our research practices & quality of our research data • Legacymust be utterly reliable “auto”-updateable Research Management Information that is integratable with Portfolios, Workloads, SBPF, etc Presentation for VC’s Workshop 24 February 2010
