Can UMR be competitive if it paid a graduate student fee waiver and reduced the student stipend so the student wouldn’t be taxed by the IRS?  We’ve debated this in the past.  I suspect it’s time to revisit this. 8. What is the number of graduate students that UMR would (could) need to attract, pay their fee waiver and increase overall revenue?  What is the break-even point? 9. What is a suitable target for non-thesis masters students in each department given the current negative campus attitude about non-thesis masters?
