  1. EUROCONTROL UpdateJAA CNS/ATM SG meeting, Hoofddorp 1 February 2006 • SES Mandates • AFTM, EUIR, AIP, Performance and a request for support on SES Monitoring & Reporting aspects; • Calendar of informal consultation workshops • European Safety Programme (ESP) for ATM • Follow up of SSAP • Recommended actions to improve safety (2006-2008) • Official launch on 28 February 2006 • Global AIS Congress In Madrid on 27-29 June 2006 • Partnership with ICAO • Facilitated by EUROCONTROL • 8.33 k Hz Policy on State Aircraft • Compliance date 2007-2009 • Non compliance justified and limited to exceptional circumstance

  3. Airspace Users High cost pressure 9/11 and economic downturn Low cost airlines Fuel costs Airports Aviation: only one business (parking, tax free shops) capacity ANSPs Corporatisation/privatisation -> new behaviours Under pressure of users Manufacturing Industry Concentration/merging Globalisation Society Environmental constraints Safety/Security Sustainable growth An Evolving Air Transport Landscape

  4. Air Traffic Forecast 2.5 growth factorif sufficientairport capacity 4.3 % p.a. Top-3 capacity expansion constraintsas reported by airports:1. Physical site & infrastructure limits2. Environmental issues3. Surrounding airspace & geography 2.0 growth factor with max achievable airport capacity Assuming that airspace and ATC capacity will grow in due time

  5. Design Goals for Future Air Transport Performance Capability for 2020 • Safety: accident rate divided by 5 • ATM Capacity: capability to handle >2 times traffic • ATC Delay: less than 15 min delay for 99% of time • Environment: half noise & emissions

  6. SESAR support Single European Sky technical/operational implementation 2 Phases: Definition of European ATM Master Plan ( end 2007) Implementation (2008-2020): Development ( 2013) Deployment (2014 ) Converging views Industry, EC & EUROCONTROL Needs: Turn off fragmented approach Accelerate ATM evolution in response to challenges Synchronise & integrate plans from research to operations Synchronise airborne and ground deployments A European ATM Master PlanTo Unlock Air Transport

  7. SESAR – European ATM Master Plan • ONE, Common Plan • All actors together in defining, committing to, and carrying out the plan • Based on future requirements • Building on current agreed plans/programmes, in particular DMEAN • Consistent, performance oriented “Road map” • Not a replacement of individual stakeholders’ plans • Some early benefits; main effects after 2010

  8. SESAR Definition Phase • Project 100% funded jointly by EUROCONTROL and European Commission • An industry wide consortium for most of the work • Communicating findings & creating buy-in • With EUROCONTROL effort contribution • Project Associates: ATM Research Centres, UK CAA, EURAMID, ECA, IFATCA, ETF, ATC-EUC, IFATSEA, US Industry (Boeing, Honeywell, Rockwell) • Sub-Contractors
