  3. Overview

  4. Overview of Suicides Correctional Facilities

  5. Statistics of Suicide Additional Findings from the National Study • 93% of the Suicide Victims were male • 67% were white • The average age was 35 • 38% had a history of mental illness • 34% had a history of suicidal behavior 24% occurred within the first 24 hours, 27% between 2 and 14 days and 20% between 1 and 4 months • Deaths were evenly distributed throughout the year (certain seasons and holidays did not contribute to more suicides)

  6. Statistics of Suicide Cont’d • 35% of the deaths occurred close to the date of a court hearing, with 69% occurring in less than 2 days • 67% of suicides occurred within 1 day of a phone call or visit • 8% of suicides occurred while on Suicide Watch

  7. Common Methods of Suicide • 93% of the victims used hanging as the method • 66% of the victims used bedding materials as the instrument • 30% of the victims use bunk or bed as the anchor device • Other anchoring devices – door hinge/knob, air vent, window frame • 31% were found dead more than 1 hour after the last observation • 2nd most popular method of suicide is drug overdose • Hoarding of drugs • Cleaners

  8. Suicide in Prisons and Juvenile Facilities According to the BJS, • Between 2001 and 2010, suicide was among the five leading causes of death in prison, in all but two years. According to the OJJDP, • There were 110 juvenile suicides that occurred between 1995 and 1999. Data was analyzed on 79 of the suicides • 98.7% of the suicides were by hanging; 71.8% used their bedding as the instrument. Anchoring devices included door hinge/knob (20.5%), air vent (19.2%), bedframe (19.2%) and window frame (14.1%) • 74.7% were assigned to single occupancy rooms

  9. What the data tells us The most recent national study of jail suicides, conducted by The National Center for Institutions and Alternatives and funded by the National Institute, was released on May 18, 2010. Here are some of the major highlights of that study: • There has been a “dramatic decrease in the rate of suicide in county jails during the past 20 years.” • In spite of the fact that suicides in jails declined threefold(from 107 per 100,00 inmates to 38 deaths per 100,000) the rate of suicide in jail is still 3 times greater than in the general population of the United States. According to the BJS, suicide is the leading cause of inmate deaths in jails.

  10. Prevention from Operations

  11. Casual Observation & Line of Sight • Casual Observation • Can you see into the entire cell? • – from your normal working position? • – without removing a cover over the cell vision panel?

  12. Operational Practices Some additional teachable points of view

  13. Operational Practices Until comprehensive suicide prevention and response practices are “institutionalized” into the daily culture of juvenile and adult correctional facilities, the best designed cells suicide-resistant cells will still not fully protect residents/inmates from self-harm. “It is not just the seat belts that save people on airplanes, it is a well trained flight crew that evacuates the plane that saves lives.”

  14. Security Sealants

  15. Exterior Wall Joints • Exterior walls move…. • Sealant alone • won’t fill the gaps • - for long

  16. Mechanical Options for the Cell

  17. Vents & Grilles • California Title 24 • 3/16” or smaller openings • (1/8” preferred, but……)

  18. Plumbing Fixtures

  19. Showers

  20. Sprinkler Heads

  21. Electrical Options within the Cell

  22. Light Fixtures Clamshell • Slope–sided •  • surface mount •  •  Doorframe Recessed Corner mount Doorframe

  23. Misc Electrical • 11 gage steel or die cast wall plate with 11 gage back plate • Security Sealed perimeter

  24. Furniture Fixtures & Equipment

  25. Detention Doors

  26. Detention Windows

  34. Points of Reference The manuals of standards for juvenile and adult correctional facilities, published by the ACA, CJCA-PbS, and the NCCHC all address the issues of suicide prevention, intervention, and staff training
