Aren’t We Done Yet? As of January, 2014 Framework Progress Report: How do we get more framework data published and made available? Part of the issue: No well defined process for identifying data to represent framework elements and getting it published Another issue: What, exactly, is framework data?
What is Framework? Framework data are foundational geospatial data elements, covering all parts of the state that are possible for that data set, considered to be authoritative, and intended to serve the purposes of a broad range of users. Framework datasets are developed to agreed-upon standards, shared openly, and maintained through a voluntary collaborative community based effort under stewardship agreements participated in by local, regional, tribal, state, federal, and other agencies within Oregon. * * This is a draft definition
More Definitions • Authoritative dataare developed for a particular regulatory, statutory or related purpose by or for the authoritative source. Authority is the legal responsibility provided by a legislative body to conduct business for the public good. • Foundational data: Serve as the underlying base from which one or more additional geospatial datasets are built from.
What about Stewardship? • Data stewardship: “willingness to voluntarily be accountable for a set of business information for the well being of the larger organization, by operating in service, rather than in control, of those around us” • For Framework, being a Steward means stepping forward to commit to providing the source data for a framework element
Progress to date: • Stewardship Charter Template – Adopted by OGIC March 26, 2008 • Stewardship Plans: Stewardship Plan for Structures and Places endorsed by OGIC Dec 13, 2010 • Hydrography Stewardship accomplished through NHD/PNWhydro consortium • Other stewardship occurring outside of formalized agreements
