Whatweexpect for the future (2014-2020) • Place-based Cohesion Policy • Primacy of regions • Decentralisation under the subsidiary principle • e.g. Partnership Agreements or Smart Specialisation Strategies should not be captured by “bureaucrats” • Common regulations must allow flexibility and specificities of regions and of ECT areas • Need for common regulations, but also simplification • More involvement of the Business Sector in ECT programmes
