The “Grenelle” on Environment • French program leaded by the French minister of ecology and sustainable development: Mr Borloo, to consult every citizen to carry out a common action plan for the environment. • Leading proposals: July - September 2007. • Public consultation: End of September to October 2007. • Action Plan: End of October 2007
A “grenelle” is a participative debate • The program is based on stakeholders’ diversity: • Regional meetings: 5th-22nd Oct. • Online forum: 28th Sept-14th Oct. • Parliamentary debate: 3rd-4th Oct. • Consulting advisory authorities (OECD, National Council for Water, High Council for Public Health etc.)
The workshops • Suggestions and ideas are discussed among six workshops: • Fighting climate change and energy demand control. • Protection of biodiversity and natural resources. • Implementing a health-friendly environment. • Promoting sustainable production and consumption habits. • Ecological democracy, institutions and governance. • Ecological development processes promoting employment and competitiveness. • Two discussions between the six workshops on GMOs and waste.
The Action Plan (1/2) • Waste: Recycle household waste up to 60% in 2015 and incentives to reduce general waste production. • Agriculture: GMO commercial crops suspended and by the end of the year creation of a high authority and legislation. Cut by half the use of pesticides within 10 years. • Transports: Carbon tax on trucks regarding carbon emission levels. • Energy: 20% of total energy in 2020 has to be renewable. Cut by 4 greenhouse gases by 2050.
The Action Plan (2/2) • Habitat: Renovating and isolating to reduce heating costs. Within 5 years all public buildings will be renovated. • Health: Reduce fine particles and risk monitoring. Forbidding night flights over cities and mandatory labeling on all construction and decorating material. • Biodiversity: “Trame verte” to protect green areas. 10% of French seas must be protected. • Consumption: Creating a green GDP indicator, labeling environmental costs of daily products.
