Vision for NCMA Accreditation • Advance Contract Management academic instruction quality through accreditation to serve students and their families, colleges and universities, sponsoring bodies, governments, and employers. • Establish NCMA as the right entity to provide this service to the Contract Management profession • “The genius of this (U.S.) system is that, unlike other countries, we do not have mandatory national curricula for colleges; we do not have a national ministry of education that regulates academic standards; and students are free to choose the type of education that they pursue, depending on their ability, financial resources, and educational goals.” • Council for Higher Education Accreditation (CHEA), Policy, p.17

Working Group Actions To Date • Researched accreditation process including CHEA standards • Talked to and researched PMI and ISM for insight • Constructed a top-level accreditation flow of events to visualize the end-state • Prepared a questionnaire and cover letter designed to: • Survey 35 Colleges and Universities • Determine size of the potential “market” for accreditation services • Confirm information on locations offering CM courses • Obtain attitudinal information on the value of CM Accreditation • Included a question on desirability of ANSI CM Standard • Generate initial interest in the academic community, e.g. • CM accreditation is on the way and NCMA is leading the effort

NCMA Accreditation Sequence of Events • College or University submits Letter of Intent (LOI) to the Contract Management Institute Review Group (CMRG) • CMRG reviews LOI against previously published LOI Expectations • Approval – Disapproval with Explanation – Request for added information • If LOI is approved, College or University has 6 months to submit a Contract Management Program Self-Evaluation Report (SER) • CMRG reviews SER against previously published CMI Accreditation Standards • Review against standards for curriculum, media, and faculty • Approval – Disapproval with Explanation – Request for added information

NCMA Accreditation Sequence of Events (Continued) • If SER is accepted, CMRG conducts site visit • CMRG reviews Accreditation SER and Site Visit results against previously published CMI Accreditation Standards • (Potentially) Present evaluation to Contract Management Institute Accreditation Board (CMAB) • Approval – Disapproval with explanation – Deferral with explanation • Allow for defined appeal or reclama process • If Accreditation granted, execute previously defined announcement and publicity process • CMAB Accreditation process would include cycle and update expectations

Future Working Group Actions • Recommend to the NCMA Executive Director (ED) and Board an approach to establishing the Implementation Group, including membership and support • Provide estimate of the timing and cost of the Implementation Group • Identify legal steps required to reconfigure CMI as the “face” of the NCMA’s independent accreditation body • Need Jack Horan to investigate actions required to reconfigure CMI • Defining revenue flow and independence arrangements • Work with PSE • Determine if NCMA should pursue establishing an ANSI Contract Management Standard • If pursuit of ANSI Standard is desired, determine proper timing within the process to establish an accreditation service

Future Working Group Actions (Continued) • Suggest an approach to Accreditation staffing • Is the approval body a one or two-level process • In steady state – Who should serve on the CMI Accreditation Review Group (and CMAB, if separate entity)? • In steady state – How large would the CMAB Accreditation supporting staff be? • Make recommendation on Accreditation fee approach and structure

Future Working Group Actions (Continued) • Recommend how and when we engage the profession’s major stakeholders? e.g., • Benchmarking with other accrediting bodies • Lockheed Martin, Boeing, Raytheon, BAE, etc. • OSD, Service, Agency contracting leadership • Universities offering CM specialty degrees • NCMA educational partners • NCMA membership • All acquisition professionals
