Federal Institute for Vocational Education and Training BIBB Bonn • Centre of excellence for vocational research and progressive development of vocational education and training (VET) • founded in 1970, supervised by the Federal Ministry of Education and Research, statutory basis Vocational Training Act (Berufsbildungsgesetz) of 23 March 2005 • Aimed at • identifying future tasks of vocational education and training, • promoting innovation in national and international vocational education and training and • developing new, practice-oriented solutions for initial and continuing vocational education and training.

  4. BIBB – Organisation: Public-Industry-Social Partnership • The Board provides a cross section of expertise on all issues relevant to vocational education and training (VET) in Germany, and acts as the statutory advisory organ of the Federal Government. • Delegates representing • employers (8) • and employees (8), • the federal states (Länder) (8) • and the Federal Government (5 representatives, but 8 votes en bloc) • Each group (or "bench") has equal voting parity. • One representative each from the Federal Employment Agency, the German local authorities' associations and the BIBB Research Council may also assist in the Board's decision-making in an advisory capacity.

Innovation Circle Further Education and Training • Founded by the Ministry of Education and Research • Experts of Science, Economy and Practical Experience • Recommendations for the improvement of Lifelong Learning (2008): • Increase of the participation at Lifelong Learning up to 80% of the adult population (25-64 years), for low qualified people from 28% up to 40% • Improvement of the educational system (integrating different education and training areas/systems to improve lifelong learning) • Acknowledgement of informal learning • Structural improvement of access to learning opportunities, information and counselling about education and training • Strengthening the regional level.
