  2. Key Highlights 7 Themes: • Families, parents and young people are at the heart of the changes. Person centred approach; • Streamlined, integrated (coordinated) assessment leading to an outcome focused EHC from 0-25; • Services must be commissioned jointly between the LA (education and social care/adults and children's) and health using JSNA; • Local Offer must capture everything that is normally available and what is additional; criteria to access it; • 0-25 provision with statutory protection and redress to SEND Tribunal; • Personal budgets can be requested to extend choice and control; • All schools (including academies, FS, FE sector, INMSS) will be included in primary legislation on SEN and MUST comply.

Definition of SEN remains the same This means: • All children who are identified now under the current Code of Practice will come under the new provisions but not all will require an EHC plan to have their needs met. • School Action and action plus will be replaced by SEN support. • LA has refreshed the thresholds document to reflect the new funding mechanism, the use of evidenced based interventions and has integrated social care and health thresholds. These are being trailed between March and July.

  4. Local Offer LAs must: • Publish, in one place, information about the provision they expect to be available in their area for children and young people with SEN, 0-25 years; • Each provider (schools, early years, FE) must publish its offer. • Commissioning team working on local offer overall in terms of web based solution and content. • Maria Blanchard-Rowe working on developing the school local offer with a SENCo group.

  5. Personal Budgets (PBs) • LA will develop strategy for education personal budgets slowly over first 2 years • The notional SEN budget cannot be used for a personal budget • Only high needs block funding can be used but, if this were to affect provision in school, the HT and Governors would need to agree • LA need to consider parental requests for education PBs but will do so in full consultation with schools.

  6. The new assessment process • Code of Practice now published. Further short consultation till 6th May. Link below:https://www.education.gov.uk/consultations/index.cfm?action=consultationDetails&consultationId=1963&external=no&menu=1 • Coordinated Assessment by all agencies (in 20 weeks). The Education, health and care assessment replaces current statutory assessment. Southwark have a new process and are phasing in from now. Final process will be published prior to September 2014 when it becomes statutory. • Coordinated plan (Education, Health and Care plan, EHC) replaces statement. Southwark has proforma developed in consultation with parents. Will now be redrafted against new Code and published prior to September 2014. • Keyworking - one person should work closely with the family to coordinate the process and the young person and family actively involved. SEN Paretn partnership leading on parental support. SEN officers will be renamed EHC Coordinators.

  7. Statement Conversions to EHCs • The most difficult area for schools and the LA • All statements must be converted to EHCs within 3 • Years • LA will publish conversion strategy by September • 2014 • Must be conducted in a similar way to new EHC • Production • SENCo training will be required – LA led • Will be linked to current annual review cycles in • Schools • Will be 2-3 years of old and new system.

Involvement of Parents and Young people • Have a parental engagement strategy for the LA but each school should seek to involve parents in the development of the school’s local offer. • LA working on a children and young people engagement strategy. Mainly focussing on 16 plus as young people are leading from 16 on their assessment and plans • LA working with PCC to evaluate the new assessment process.

  9. Challenges • Cultural Change for all – new system based on parents and young people as equal partners in the process. Use of person centred approaches. • Workforce reform – new skills required. Training in place, more to follow. • Engagement of parents, children and young people and families. Working with parent/young people groups locally. Using inovation fund. • Lots of work – fear of the unknown!
