Verification Reports • New accountability reports required for NCLB: cohort performance index, cohort graduation rate, district cohort report • NYS English as a Second Language Achievement Test (NYSESLAT) Report (not required) • Grade enrollment report • Component retest report • Eliminate AGE report • Provide detail reports for data verification that can be run before Level 1 errors are fixed.
Improvements to Make STEP More User-Friendly • Modify import/append procedures • Reformat error log - add student name, give more specific information about error • Disable “fuzzy match on date” and “RCT for student not eligible for safety net” errors • Redefine certain program service elements to be district-level (disability, grade, 504 status, safety net eligibility)
Other Changes • New program service code for “walk-ins” • New program service codes for school choice and supplemental services • Require legitimate school code - prohibit BEDS = “0000” and “0999” • New exit reason code for students who earned IEP diploma or local certificate and continued enrollment • New edits to: • prohibit overlapping grade records • detect invalid scores in assessments table (ABS or EX) • require gender when data are keyentered
Students who must be reported in 2002-03 • All students reported in STEP 2001-02 • All students not reported in STEP 2001-02 who • were enrolled in grade 9–12 during the 2002–03 school year (or were ungraded and 16 years of age or older on June 30, 2003), or • dropped out of school between July 1, 2002 and June 30, 2003, including students who were below grade 9 (and ungraded students under the age of 16 as of June 30, 2003), or • who took a secondary-level assessment between August 2002 and June 2003, including students below grade 9 during the 2002–03 school year and ungraded students under the age of 16 as of June 30, 2003.
Assessments that must be reported in 2002-03 • All Regents examinations, regardless of administration date; • All component retests, regardless of administration date; • All RCTs administered between August 2002 and June 2003 and all RCTs administered prior to August 2002 for students eligible for the safety net; • All second language proficiency examinations administered in June 2003; • All Introduction to Occupations examinations administered between August 2002 and June 2003;
Assessments that must be reported in 2002-03 • All New York State Alternate Assessments (NYSAAs) (secondary-level), regardless of administration date; • Results of English and mathematics locally selected assessments administered to students with disabilities; • Approved alternatives to Department assessments that are being used to meet graduation assessment requirements in lieu of Regents examinations or Regents competency tests; and • New York State English as a Second Language Achievement Tests (NYSESLATs) (secondary-level);

Program Service Records that must be reported in 2002-03 • NEW: School choice (if reporting district includes Schools in Need of Improvement in 2002–03) • NEW: Supplemental Services under NCLB (if reporting school was in need of improvement under Title I in 2002–03 and was required to provide supplemental services) • NEW: Homeless (if applicable) • NEW: Walk-in enrollment code for students who have took an examination while not enrolled in any school.
Timeline • Schools should begin adding new data now using a copy of the 2001-02 file • Manual and first version of the software will be available in early May • Final STEP 2002-03 software will be available in June
Timeline • July 15-August 8 • Submission of LEAP and/or STEP files for districts with schools in need of improvement or potential in need of improvement • July 15-August 22 • Submission of LEAP and/or STEP files for remaining districts
