Overview • These guidelines aim to ensure an orderly and rational handover from one actor to another, for a health facility or set of health facilities. They apply when: • an NGO turns over facilities to another NGO; • an NGO turns over facilities to the CHD/SMOH; and • the CHD/SMOH turns over facilities to a non-state provider. The following 6 key points should be adhered to
1. The process should NOT be left to the last minute • Primary, formal notification to key stakeholders at least 12 months in advance. This is important to ensure health facility(s) in question is budgeted for. Key stakeholders include: • DG of the SMOH • CHD director • DG of Planning & Coordination, RSS-MOH • Incoming financier/manager if known. • A second notification should be provided again at least 4 months prior to the departure date.
2. A complete inventory of staff (and equipment) will be prepared: The outgoing financier/manager should provide a complete inventory of staff by health facility: • Health Facility Location (County, Payam, full facility name) • Name • Contact details • Qualifications • Payment amount: Salaries and/or bonus • Information on running costs per month/per annum will be helpful The outgoing financier/manager should also develop an inventory of physical assets, including drugs and equipment.
3. Maintaining Managerial Prerogatives on Human Resource Issues: • The incoming financier/manager of the health facilities will maintain discretion on whom they would like to employ and the conditions of employment. • Health workers who are already civil servants will continue to receive their government salaries.
4. Termination Benefits: • The terminal benefits of those employees who are not civil servants and whom the in-coming financier/manager does not want to retain, shall be met entirely by the outgoing financier/manager.
5. The process should be orderly and inclusive: Detailed discussions about handover should involve: • Outgoing financier/manager • State MOH • Incoming financier/manager, and • County Health Departments 6. Handover Period There should be at least two months overlap between outgoing and incoming financiers/managers
