INTRODUCTION The Lab networking and accreditation working group was established to: • Guide the East African region towards development of common standards by standardizing quality assurance systems. • Apply WHO/AFRO 5-step Quality improvement process leading to accreditation of the laboratories in the network. • Introduce peer review mechanisms.

  4. ASSESSMENT OBJECTIVES • To determine the baseline quality of laboratory services at the project sites using the WHO-AFRO checklist • To help sites to identify gaps that needs to be addressed to meet the requirements for accreditation • To assist the laboratories in developing quality improvement plan to address the gaps.

  5. FACILITIES ASSESSESSED • National Reference Laboratories (NRL) – Kigali • Gisenyi District Hospital • Gihundwe District Hospital • Kibungo District Hospital • Nyagatare District Hospital • Byumba District Hospital

  6. Method of Assessment • Questioning management and staff • Examination of records • Examination of suitability, maintenance, calibration and use of equipment. • Discuss with the supervisor and management • Observations and witnessing

General Commendations • Well organized assessment program and schedules by the host country • Availability of Laboratory infrastructure • Availability of Qualified laboratory staff • Interviewed staff were open and cooperative • Availability of functioning equipment • Reliable power supply (Standby Generator) • Well renovated Bacteriology sections in 4/5 satellite labs

General challenges • Limited space especially in NRL • Laboratory managers were not members of the hospital management team • Poor or no Quality Management systems • Mixing up of incompatible sections (NRL, Byumba & Gisenyi) • Safety issues were not observed • Pre-analytical stage was not properly followed for (Gisenyi and Nyagatare) • Organogram were not in place

Recommendations • Address limited space and separate incompatible sections • Safety issues should be enforced • Laboratory managers in the satellites should be made members of the hospital management team • There must be Quality Management System in place • Organogram should be created and displayed • Training of staff in QMS and Safety

  13. Conclusion • All laboratories should prepare action plans to address the identified gaps. • Laboratories should use the EAPHLN opportunity optimally for improvement of the quality of the laboratory services.
