Telecommunications Act 1997 Telecommunications Customer Equipment Compliance & Labelling • specifies Customer Equipment as - …equipment used, installed ready for use or intended for use on the customer side of the Network Boundary.., •  specifies the Network Boundary •  specifies Customer Cabling •  provides for CE and CC standards •  provides for labelling requirements

  4. Industry self regulation Telecommunications Customer Equipment Compliance & Labelling • Self declare and label telecommunications customer equipment based on compliance with mandatory ACMA standards. • Standards developed by industry (ACIF, Standards Australia) and mandated by ACMA.

Telecommunications Labelling (Customer Equipment and Customer Cabling) Notice 2001 Telecommunications Customer Equipment Compliance & Labelling • Specifies: •  applicable technical standards •  which type of equipment & cable must be labelled •  need permission to use the A-Tick label •  nature, content, physical characteristics of labels •  compliance mark and conditions for its use •  requirements for labelling of previously authorised or permitted items

Before an A-Tick label can be applied: Telecommunications Customer Equipment Compliance & Labelling •  register with ACMA as a supplier •  ensure compliance with mandatory standards •  compile a compliance folder (in English) containing: • suppliers declaration of conformity • description of the item • proof of compliance with applicable standards

  10. Proof of Compliance • test report from Recognised Testing Authority (RTA) • test report from non registered laboratory • written report from a Certification Body • evidence from a recognised overseas approval • or as allowed by TLN Telecommunications Customer Equipment Compliance & Labelling

  11. Telecommunications Customer Equipment Compliance & Labelling Compliance level • determines: •  level (rigour) of required compliance testing •  required documents (for compliance folder) • Full compliance with mandatory standards is required. Partial compliance is not allowed.
