POST INSTRUCTOR DEVELOPMENT INSTITUTE HIGHLIGHTS OF THE PROGRAM • Instructor Development Concept briefed to the POST Commission and approved in 2007 • The fourth POST Institute (Supervisory Leadership Institute, Command College and Institute of Criminal Investigation) • Focus groups held throughout California to gather feedback on the concept • Work groups met to “flesh out” the concept • Development and delivery of these courses is split between Napa Valley (Levels 1 and 2) and San Diego Regional Training Center (Levels 3 and 4) • Basic and Intermediate levels are currently being taught • Levels 3 and 4 are in development; delivery dates will be based on Level 2 and 3 accessions

The “Basic Instructor Certificate Program” and the “Intermediate Facilitation Skills” are being presented (see Napa Valley web site for details . . . http://www.nvccjtc.org/nvcinstructionalskills.html The POST Instructor Development Institute (IDI) Overview • The PowerPoint that follows is an overview of the conceptual plan of the Commission on POST for instructor development • This is a summary of the developmental process that is continuing to be honed with input from the various stakeholders • There is a 6-18 month timeline for Level 3 and 4 pilots • Other proposed IDI programs are at various stages of development and will capture the best of other successful POST advanced instructor development courses including the Master Instructor Development Program (MIDP) • Consider this PowerPoint presentation to be the “current thinking” rather than a finalized approach

  4. An OVERVIEW of the PROCESS and the LEVELS POST INSTRUCTOR DEVELOPMENT INSTITUTE PURPOSE: To provide standardized, multi-level, multi-track programs to develop professionalism in the delivery of law enforcement instruction

Certification at the Master Level includes: • Complete the Master Instructor Development Program (MIDP); designing, developing and delivering a minimum of a 24-hour course that meets a demonstrated and POST approved training need • This course is to be developed and will follow the proven model of the present Master Instructor Course • The candidate’s ISD and TTP will be evaluated by a panel of experts prior to course delivery • Master Instructors will provide the cadre to deliver the other levels of instructor development training • Certification at the Advanced Level includes: • Complete the 40-hour Advanced Instructor Development Core Course with a 16-hour Teach Back session (56-hrs total) • Complete the 16-hour Leadership, Coaching and Mentoring Course • Complete a practicum, developing their knowledge, skills and abilities in a selected content area that parallels their module • Complete a 48 hour mentoring internship • Certification at the Intermediate Level includes: • Complete the 24-hour Intermediate Instructional Skills or Problem Based Learning Course • Complete the 8-hour Presentation Skills and Tools Course • Complete the 24-hour Instructional Technology Course • Complete an 8-hour Critical Thinking Skills Course • Complete an 8 to 16 hour mentoring internship • Certification at the Basic Level includes: • Complete a 40- hour POST Basic Instructor Certification Program • Validation of competencies in the classroom The Process and the Certification Requirements for Each Level Please click the left mouse button • All levels include a triennial re-certification of the learned skills • An instructor may petition for all or a portion of the above requirements to be met through equivalencies (training, education and/or experience- details on this process is in development and will be released soon)

IDI RECOMMENDED EQUIVALENCY PROCESS TYPES OF EQUIVALENCIES APPLICANT REQUESTED APPROVAL • Instructor Development Trainingthat may meet the equivalency process may be submitted by the candidate for evaluation and approval consideration • Each IDI phase will have a list of expected learning outcomes that the equivalency (training, education, experience or any combination of the three) will be expected to match • The candidate will be required to provide the course program of instruction and written justification for the equivalency evaluation • Courses accepted for equivalency will be added to the Approved list • Consideration given to all POST Certified Instructor Development Training that meet a corresponding IDI requirement • Evaluated by a panel of experts and recommended for approval/disapproval to the IDI Program Manager • List of courses that meet or do not meet the standards for acceptance will be updated and published on a regular basis

POST INSTRUCTOR DEVELOPMENT INSTITUTE In Summary • POST has made a commitment to provide the instructional cadre with the training required to more effectively meet the training needs of the future • Training is an important and expensive endeavor- enhancing the skills of the cadre will ensure the student is receiving the best training possible • Too often training has been about efficiency over effectiveness . . . the training models being employed in IDI are about learning rather than merely presenting material • The proper application of adult, experience-based learning techniques cannot be successfully accomplished without first having a competently trained cadre • The ultimate goal of this program is to ensure every instructor has the tools and skills required to professionally deliver effective training . . . nothing else is acceptable
