SRI LANKA IN MINUSTAH • Sri Lanka contributes a total of 991 in MINUSTAH, for various tasks to help in maintaining a stable and secure environment in Haiti since 2004 • Sri Lankan contingent is deployed in different areas of Haiti, including Leogane, Petit Goave, Bizoton in the department of the West and Jacmel in the department of South-East. • In cooperation with the Haitian National Police (HNP), the United Nations Police (UNPOL) and the Formed Police Unit (FPU), they conduct joint patrols in their areas of responsibility. • Sri Lankans also carry out foot and motorized patrols, and establish checkpoints. • In addition to those duties this contingent is working on a special programme of the Section of the Community Violence (VRC) of MINUSTAH. • http://www.defence.lk/new.asp?fname=sri_lanka_peacekeepers_20120713

SCENARIO 4 • Date: 01 April 2014 • Location: Shell Oil Storage Facility, inside SRIBAT Area of Operations • United Nations Stabilization Mission in Haiti (MINUSTAH) • Along main thoroughfare, Route des Rails • Port of Carrefour, Ouest (West) Department • Approximately 25 KM West of SRIBAT COY HQ at Killick • Problem: At 1130Z, Haitian National Police report to SRIBAT HQ that there is serious leakage of chemicals in/around this facility • Civilians/farm animals nearby • Civilians moving into the leakage area/containment area to scavenge the chemical • 1140Z, SRIBAT HQ orders SRIBAT unit in Killick to investigate • 1140Z SRIBAT HQ requests Force HQ Aviation recon support (Chile) • 1220Z SRIBAT CO diverts nearby Recon patrol, arrives on scene at 1320Z • Previous SRIBAT Patrol in Carrefour area was 96 hrs ago, no issues • 1400Z SRIBAT Recon Patrol submits immediate SITREP /photos from scene and requests further instructions • http://www.un.org/en/peacekeeping/missions/minustah/

Recon Report • 3d Platoon directed to recon the Shell Oil Storage Facility (18° 32.177', -72° 23.257‘) due to reported leak • Patrol strength 28 pax, arrives on scene at 1320Z • Patrol confirms reports of civilians/farm animals nearby and civilians moving into the leakage area/containment area to scavenge the material • Civilians report that thieves punctured tanks in attempt to drain chemical for sale, at least 3-4 tanks punctured before thieves lost control and ran • Patrol observes leaking storage tanks in at least 3 of 6 tanks observable via optics • 3 x Tanks are: 3m(w) x 4.5m(h) 2 x Tanks are: 4m(w) x 4.5m(h) 1 x Tank is: 5m(w) x 6m(h)] • Based upon observed tank markings, the chemical may be flammable material • Platoon Medic reports civilians transporting materials out of spill area complain of skin irritation and nausea • Patrol leader decides not to enter spill area and withdraw to distance of 100m upwind of spill area • Platoon is requesting follow-on instructions • On-site reconnaissance photos included in report

  12. SRIBAT Recon Photos 1345Z – CIVILIANS EXPOSED TO MATERIAL MOVE IN / OUT OF DWELLINGS, AMONG OTHER PEOPLE. MINOR SPILLS OF SCAVENGED CHEMICAL THROUGHOUT 0.5 KM RADIUS. REPORTS OF SKIN IRRITATION ANDNAUSEA CONTINUE. SOME CHEMICAL CATCHES FIRE.

  13. SRIBAT Recon Photos 1345Z – CIVILIANS TELL SRIBAT PATROL THAT THIEVES PUNCTURED TANKS IN ATTEMPT TO DRAIN CHEMICAL FOR SAALE. AT LEAST 3-4 TANKS PUNCTURED BEFORE THIEVES LOST CONTROL AND RAN. ONE OF THE 3-4 LEAKING TANKS. ALL LEAKING TANKS HAVE SIMILAR MARKINGS

  14. SRIBAT Recon Photos 1410Z – CHEMICAL LEAKS FROM CONTAINMENT AREA BY WAY OF QUAKE-DAMAGED SEWER PIPE, CROSSES UNDER ROADTOWARDS BEACH. SRIBAT PATROL STILL IN VICINITY AWAITING ORDERS.
