  13. Facility Protection Program EXAMPLE OF FINDING PARAGRAPH (LEC) TA FO 3 VULNERABILITY Unlocked/unsecure steam tunnels can be used to gain immediate access into the XXXXXXX even when the complex is locked/secured.

  15. Facility Protection Program EXAMPLE OF DISCUSSION PARAGRAPH (LEC) DISCUSSION: It was found during the course of the audit/assessment that steam tunnel access hatches surround the XXXX. The Facility Manager informed the analyst that an individual(s) could use the steam tunnels to gain access into the complex. The analyst was able to open a steam tunnel access hatch on the west side of the complex and gain access into the steam tunnel. The steam tunnel(s) are large enough to accommodate a tall person and allow them to walk upright. Utility lines such as fiber, water, steam, electrical, etc. line the inside of the steam tunnel and are also vulnerable to tampering. The steam tunnel(s) on the west side of the complex were found to be the length of the complex and allow an individual(s) to covertly travel to the north and to the east (e.g. into the XXXX).

Facility Protection Program EXAMPLE OF RECOMMENDATION SECTION (LEC) RECOMMENDATIONS: It is highly recommended that steam and utility access hatches be secured immediately by the UNL Maintenance Department and/or owning utilities. Steam tunnels should be given priority as they provide intruders with a route into the XXXXXXX. (LEC) Access hatch covers can be secured using a lock/hasp system. This system is not technologically innovative; however, it is expedient and cost effective. In addition, a lock/hasp system will secure the access cover hatches and will still allow authorized Maintenance Department personnel, local utility companies and the UNLPD with accessibility.
