DR submissions principles • During the Conference, submission of the Digital Requirements (DR) will be always based on the set of DR recorded for preceding iteration (ADM_DRi) (i indicates number of the preceding iteration) . • The ADM_DRi will be characterized by the date of recognition (d_recog, corresponds to the date of creation of Master DR file for planning calculation – the date of Friday preceding week). • A set of Administrative Declarations (AD) submitted for the same iteration will be linked to the ADM_DRi set. After linking with the ADM_DRi, the AD will become ADM_ADi. • The new DR may contain ADDitions, MODifications and SUPpressions, always related to the ADM_DRi set. • An ADDition must not have a target (DR with identical Administration Unique Identifier – AUID) in the ADM_DRi set. Fail to this rule will convert ADD into MOD. The submitting administration will be informed about it through posting of next ADM_DRi set on the ITU web page. • A MODification must have a target DR in ADM_DRi set. Fail to this rule will convert MOD into ADD. The submitting administration (ADM) will be informed about it through posting of next ADM_DRi set on the ITU web page. • Any MODification touching a DR in ADM_DRi set will break the link with the corresponding ADs, thus making these ADs void. DR submissions principles …continued 1 • In order to create its DR submission, ADM will download from the BR Data Processing Team (BR DPT) web page ( http://www.itu.int/ITU-R/terrestrial/pub-reg/rrc06/index.html ) the ADM_DRi set pertinent to this ADM. • ADM will, using appropriate software tool “RRC06_Requirements” correct the data contained in the BR Master DR database and create its own set of ADDs, MODs and SUPs. To see how to use RRC06_Requirements click here! • ADM must take all precautions to notify only MODs, SUPs and true ADDs. Resubmission of the whole file will set all ADs void, provoking resubmission of the whole set of ADs. • Only notice types DS1, DS2, DT1 and DT2 can be MODified and/or SUPpressed. • Notices DA1 (Sub allotment area for digital broadcasting) cannot be neither MODified nor SUPpressed! • In case of need to modify one DA1 notice, the ADM must undertake the following actions: • ADD new DA1 with the modified characteristics and with new Contour ID • MODify all DS2 and DT2 linked by Contour ID to previous DA1 to be linked to the new Contour ID of the ADDed DA1 • Resubmit and obtain resubmission of relevant ADs from all concerned ADMs • Recapitulation: BR DPT, RRC06_Requirements, DS1, DS2, DT1, DT2, DA1 Contour ID.   4. DR submissions principles …continued 2 • After having correctly used RRC06_Requirements, ADM will have a text file containing only ADDitions, MODifications and SUPpressions. No notices with intent other than ADD, MOD or SUP must be contained in this text file. • During all the time reserved for DR creation, validation and submission, the BR DPT will be at disposal to the ADM, on the second level of the CICG, in front of the room 14 (above CICG restaurant) for all help and guidance relative to DR submissions. • The help and guidance to be obtained from the BR DPT will be limited only to the creation of valid DR file. No help or guidance relative to planning principles or network concepts can be sought from BR DPT. • After having verified the content and validated DR, the ADM will submit the file to the BR DPT using appropriate DR web submission system. DR submissions timing • A set of ADM_DRi for each individual ADM will be posted as of each Friday, 18:00 hours, at BR DPT site. • The ADM will be able to download its own set of ADM_DRi, as well as the ADM_DRi sets of other ADM’s. • On the basis of its own ADM_DRi set the ADM will be able to create the modification DR set containing only ADDs, MODs and SUPs. • This can be done all the time until Thursday, 18:00 hours! • Before submission of the modification DR set, the ADM can contact BR DPT for all questions relating to the format of submission and to perform pre-validation of the DR set, Monday to Thursday (08:30 - 17:30). • After Thursday, 18:00 hours the web submission system will be closed by special program and no submission can be received after that moment. No member of the BR DPT will have the privilege to over-ride deadline set by the system. • After having received the DR submission BR DPT will start publishing on the web the DR set “as received” as acknowledgement of receipt. • After having validated all DR submissions, the BR DPT will publish on the web new set of ADM_DRi by Friday 18:00 hours • Recapitulation: Friday 18:00, Thursday 18:00, Monday to Thursday (08:30 - 17:30), Friday 18:00 BR DPT - RRC06 DR submission guidelines

  24. RRC06 BR DPT DR web submission system • During the Conference, submission of the Digital Requirements (DR) can be done only through BR DPT DR web submission system (DR_wss). No file submitted to the brmail@itu.int, brtpr@itu.int, or brtpr_RRC06@itu.int can be taken into account for the planning iterations. • Only the delegates designated by the ADM (appointed submitter ADM_AS) will have the privilege to submit DR on behalf of the ADM. • The access to the DR_wss can be found at the BR DPT web page: http://www.itu.int/ITU-R/terrestrial/pub-reg/rrc06/index.html . • Recapitulation: DR_wss, ADM_AS, BR DPT web page Click here for log-in to DR web submission system BR DPT - RRC06 BR DPT DR web submission system To return to DR_submission_guidelines click here

RRC06 BR DPT DR web submission system • To log to the DR_wss, ADM_AS must supply his last name as it appears in the list of participants, his personal identification number (Registration ID, to be found on registration confirmation returned to each delegate) and administration’s password (handed personally to the head of delegation at Room 14, 2nd floor). In addition, ADM_AS must be officially announced by the administration prior to beginning of the registration. • DR_wss will be open for submissions of DR only from Monday 08:00 to Thursday 18:00 • Thursday 18:00 hours the DR_wss will be closed by the control program.
