  3. Purpose Review current provisions of Debt Arrangement Scheme (Scotland) Regulations 2011:- • What’s working well • What’s not working so well • What do we need to address • How can we work better together

The Changes • Widen Money Advice Gateway • DAS Administrator administers DPPs from free sector money advisers (MAs) • Update the approval process to become DAS Approved MA • New central IT system – DASH • Joint DPP for couples • DPPs for single debts • 6-month payment holiday • Change payment distribution process • Recovers costs to public purse

  5. The Benefits • Increased transparency through DASH • Increased choice and availability to debtors • Regulations to improve payment distribution • Creditors more involved in the process

  7. Some Numbers For the Review Period Applications: • 4689 DPP applications under new Regulations • 4,164 DPP applications approved • 741joint application • 111 applications with single debt • 798 DPP applications approved automatically

  8. Some Numbers Variations (includes payment holidays): • 993 applications to vary a DPP • 974 variations approved • 21 variations rejected Fair & Reasonable Tests: • Approx 4300 applications where F&R carried out • Approx 2700 applications approved following F&R test

  9. Numbers since new Regulations 1 July 2011 – 30 June 2012 Revocations from in first year: • 629 Revocation Requests • 482 Revocations Accepted • 147 Revocations Rejected

  10. Numbers since new Regulations (1 July 2011) Average debt Prior to July 2011: £24,194 July 2011 - June 2012: £18,903 Average DPP duration Prior to July 2011: 8 years 5 monthsJuly 2011 - June 2012:6 years 8 months

  11. DAS Approved Money Advisers • 94 Approved Money Advisers who submitted at least one DPP pre-July 2011. • Now 105 active Approved Money Adviser organisations • 78% free sector, 22% fee-charging

  12. DAS Approved Money Advisers The split of approved cases since 1 July 2011 is • 41.3% free sector, 58.7% fee-paying
