  3. Purpose • Develop a guidance document for IEP Teams regarding the implementation of Chapter 4 and the two-prong use of Keystone Exams • AYP • Graduation

  4. Participants • Bureau of Special Education • Curriculum Leaders • District and Charter Schools • Intermediate Units • PaTTAN Consultants • Special Education Leaders

  5. Keystones for Graduation • Ch.4.24 High School Graduation requirements. [(e)] (f) Special education students. Children with disabilities who satisfactorily complete a special education program developed by an Individualized Education Program team under the Individuals with Disabilities Education Act and this part shall be granted and issued a regular high school diploma by the school district of residence. This subsection applies if the special education program of a child with a disability does not otherwise meet the requirements of this chapter.

  6. Questions and Challenges • Must all students with IEPs participate in the Keystone Exams? • Yes • What will courses look like for this group of students? • Special Education and Curriculum leaders will need to work together

  7. Group Work • Identify consequences and unintended consequences of the end of course graduation requirements • Identify resources that will be needed for IEP teams to implement the Chapter 4 regulations

  8. What’s next? • All of the information and ideas were collected and will be presented to PDE • Key question to be answered: Will students be allowed to retest for AYP purposes?
