  1. HALLOW NEIGHBOURHOOD DEVELOPMENT PLAN HAZEL KEMSHALL ANNUAL PARISH MEETING MAY 30TH 2019

  2. NEIGHBOURHOOD DEVELOPMENT PLANS.. • Enable communities to have influence on development locally by.. • Assessing and selecting site(s) for housing • Protecting green spaces and significant views • Protecting heritage assets and • Contributing to local character through a design code

  3. They are not… • Anti development plans! They work within national and local housing targets • They are not locally led protest groups • They are led by parish councils often through a steering group • What happens if you don’t have an NDP?

  4. Work and progress in Hallow • Identification of heritage assets, green spaces, and views • A number of public information events to share this work • A questionnaire survey with 360 returns • Commissioned reports, e.g. WCC on heritage assets and historic environment, and WCC on biodiversity and important landscape • Working currently with Kirkwells to draft our plan • and AECOM to independently assess our sites

  5. Why do we need a site or sites? • The current building work including field opposite Ladygo is for our housing allocation up to 2031. • A further allocation of 21 houses at the present time is required up to 2041. Our NDP covers the period up to 2041. It can do nothing about existing allocation in the SWDP 2016. • A site or sites is required for this 21 • AECOM are providing a technical assessment report to inform our decision making using approved national selection criteria • There are currently 15 sites around Hallow offered to MHDC

  6. How is this all paid for? • Largely through grant from Locality (govt) • Small additional expenditures on venues etc • Volunteer work and there are no expenses for volunteers!

  7. What happens next? • Public information events and informal consultation on the draft report and on the sites • With best site or sites options outlined • Draft policies and information on design code • Draft policies on views, green spaces, and heritage assets • Formal consultations in the autumn, and approval by MHDC • Expect in 2020 to go to external examination and then referendum (you all vote on it).
