Ismail Omar Guelle • Capital : Djibouti • Population ~ 819 159 Habitants in 2009 • Area : 23 000 Km2 • Administration Language : French • Official language : Arabic • Language : Somali and Afar • Religion : Muslim • Ethnic Groups : Somali, Afar, Arab, French, American and others • GDP per habitant is 1138 US$ in 2007 <> 800 US$ in 1999. • GDP/Capita : 5,3% in 2007 against 4,8% in 2006 • Investissement Rate has doubled in two years, passing from 23% in 2005 to 42% in GDP in 2007. • Price Index established at 5% in 2007, against 3,5% one year before. • Inflation Rate was 2,5% in 2005 and 2006 and it passed to 3,5% in 2007 • Fixed parity rate with USD 1 USD = 177 to 178 FDJ

Main Duties of the Direction of Posts and Telecom - It has been created in 1999 - We are under the Ministry of Communications and Culture in Charge of Posts and Telecommunications and we work in: • Regulations of Telecommunications and Posts • Spectrum Management • Internet Management (Domain Name .dj) • Relations with International (ITU etc) and regional (Comesa, Igad etc) • Telecommunications projects • Postal projects • ICT Development • ICT Indicators

  8. Telecommunications Acts Legislation was passed in March 1998 to separate postal activities from telecommunications and further to create a private company Djibouti Telecom, established in 1999. The Act also caters for the formation of a regulatory body to take over from the dismantled post and telecommunications authority. Djibouti Telecom provides basic local telecommunications services and served as the sector regulator before and up to 2007. In 2004, legislation has been implemented for the creation of an Telecommunication and Post regulator but not in place. The incumbent ministry now acts as the regulator subject to further legislation being developed to implement an independent regulator.

Is Liberalization Needed? • Of course yes, because it represents good quality of services and affordable prices come as a result of liberalization . • Also it contributes in poverty reduction by liberalization of services. • Keeping in mind the capital flow and the degree of liberalization Septembre 2010

Quality of service • 62 % of services • To improve quality of the telephone reception to after-sales service and indication of the disturbances. • To improve the geographic coverage, especially for a use “in-door”, = inside the buildings. • To reinforce the action plans on the quality of service of the specialized connections and the access High speed Internet. • To pre-empt an increased requirement of the customers, with a great diversity according to the customers. The professionals can become much more demanding than in the past. That can justify the existence of tariffs different according to the level guaranteed from performances and minimum time from breakdown service.
