  2. Nature of the Problem • The nobles used to be in charge of local affairs • A system had to be formed to take care of: • public health • Welfare of the poor • famine • industry and agriculture • roads and bridges • education.

The Reform - Zemstva • Introduced in 1864 (3 years after emancipation) • Elected local government assemblies • Small democracies under the monarchy • In the reform – people from all classes could have a say • Was in charge of all the local problems • "The Zemstva as a Vehicle for Social, Economic & Political Change in Provincial Russia" A book by American Association for the Advancement of Slavic Studies, November 1996

  4. Success • Eventually, people could share the opinion in the Zemstva • Fought for civil liberties • Became a strong force against the monarchy

  5. Failures • At first, favored nobility • Its power was limited • No proper funding from the government • ’independence of the Zemstvo institutions was seen as a great danger, and that the government was afraid to permit the proper development of these institutions" Lenin 1901

  6. Overall Judgment At first, not very successful, did not have a lot of power Later, gained the support of the masses, and had more influence
