  2. Introduction: Small companies play an increasing important role under changes of production systems. Small and Medium Enterprises (SMEs) create most of the new jobs. SMEs could include various forms with different sizes, small units (one person) and large units (tens of laborers). SMEs suffer inhomogeneous status , low humble , unsafe work and weak basic protection work specially for women. International Labor Organization (ILO) adopted different initiatives for strengthening laborers productivity in SMEs.

  3. Concept: SMEs play an important role in the economic and social development process in most countries. SMEs contribute effectively in solving unemployment problems, maximizing outputs and creating new projects. SMEs achieve fair distribution of earnings from economic development among all societies. SMEs mobilize the local resources and use easy applied technologies, therefore fit most developing countries.

  4. Importance of SMEs: 1\ A Cheap Source of Creating New Job Opportunities. 2\ A Bowl for Skills and New Innovations. 3\ A Factor for Social and Political Stability. 4\ A Provider for Big Projects with New Ideas. 5\ Able to be Adaptable. 6\ An Efficient User of Small Savings.

  5. Difficulties Facing SMEs: Division into a public sector and another private one complicates the efforts of recruiting young laborers. Labor’s weak conditions in the private sector are unattractive for more laborers recruitment. Ignoring institutional reforms constraints improvement of establishing SMEs and creating new jobs. lack of transparency, accountability and management. Slow improvement of regional cooperation weakens capacities in front of globalization challenges

  6. Recommendations: 1\ Empowerment for SMEs by governments is required. 2\ A national definition and grading for SMEs is highly needed. 3\ Review of related laws for developing SMEs to comfort the current economic changes. 4\ Initiation of an independent body for developing SMEs including all concerned entities. 5\ Formulation of a work plan based on clear mechanism and identified regulations for creating and developing SMEs.

  7. Cont.\Recommendations: 6\ Encouragement of private business ideas among youths. 7\ Provision of financial and technical assistance for young laborers. 8\ Participation of all effective elements within society is requested for developing SMEs. 9\ The international existing experiences in the field of developing SMEs and recruiting young laborers in private work should be applied.
