    3. 3 Numerous short-sighted deals and instability within IBSA The reason why Judo Vision was formed was that the IJF has not had a long-term vision for the continuous development and diffusion of Judo. As a result there have been inconsistencies, short-sighted deals, and instability within the IJF.
