EMPP FEMA’s Emergency Management Institute (EMI) is charged with strengthening the field of emergency management by establishing an Emergency Management Professional Program (EMPP). The EMPP provides a structured and progressive framework for acquiring the knowledge, skills, and abilities to enter and progress through the field and to meet the challenges of a dynamic and complex environment. The entire EMPP curriculum is designed to be a lifetime of learning for a career in emergency management. The EMPP includes three training and education programs: National Emergency Management Academy National Emergency Management Leaders Academy National Emergency Management Executive Academy
National Emergency Management Academy Mission • To serve as the entry-point for individuals nationwide pursuing a career in emergency management and offer a foundational education. • Provide an opportunity for students to establish professional contacts; gain a common understanding of their roles, responsibilities, and legal boundaries; and build camaraderie as part of an emergency management program.
Target/Training Audience Prerequisites: • IS-0100 Introduction to the Incident Command • IS-0700 National Incident Management System, An Introduction • IS-0800 National Response Framework , An Introduction • IS-0230 Fundamentals of Emergency Management

National Emergency Management Academy FY2015 Strategy • Deliver full curriculum (E101 – E105) of courses at EMI each quarter • Deliver TTT courses at EMI and in the field at least once per quarter • Support delivery of full curriculum of courses in the field by request
Leaders Academy Mission • Provide essential skills and tools for emergency management professionals to lead dynamic and resilient programs. • A focus on strategic and critical thinking as well as complex problem solving. • Leverage the Leadership Action Project to demonstrate the ability to think critically about the key learning concepts of the program relative to an inward or outward focused project.
Target/Training Audience Recommended Prerequisites: • Certified Emergency Managers (CEM) • FEMA EMI National Emergency Management Academy (Foundational Academy) • Degree/advanced degree in emergency management or related field • FEMA EMI Professional Development Series (PDS) and/or other relevant training • At least 3 years of professional experience in the field of emergency management is required
Application Process Packet Components 1. A letter from the applicant requesting admission to the program and specifying the applicant’s qualifications and perceived expectations of the program. 2. A General Admission Application Form or FEMA Form 119-25-1 (attached). Item 9.a. on the form should state “EMI National EM Leaders Academy”. 3. The Leaders Academy questionnaire. 4. A letter of recommendation from the applicant’s immediate supervisor indicating the organization’s commitment to allow the applicant to complete the entire program. 5. Executive Academy Mission • Instill a deeper understanding of contemporary and emerging issues. • Provide a safe and open collaborative environment for senior executives to debate public policy, analyze research to practice, and discuss social and organizational implications. • Present theories, tools, and resources that enable decision-makers to think and act more strategically, apply critical thinking processes, and practice Meta-Leadership principles. • Provide the opportunity to work collaboratively on projects, share smart practices, and participate in exercises on cascading and catastrophic events.
Target/Training Audience Examples: • Federal Preparedness Coordinator • National Response Program Manager of a Federal Partner • HLS or EM Director or Deputy Director for State, Multijurisdictional, or Large Metropolitan Area • Director of Crisis Management and Business Continuity of Fortune 500 Corporation
Application Process Packet Components 1. Applicant’s resume, including education (bachelor’s degree or higher required – no exceptions). 2. A General Admission Application Form or FEMA Form 119-25-1 (attached). Item 9.a. on the form should state “National EM Executive Academy Cohort”. Date field should be blank or use first course dates. 3. The Executive Academy questionnaire, including a signed commitment statement. 4.
