  2. A little background… • OMP joined as major research sponsor in Oct 2004 after a year of planning • FAA and OMP: Separate but Unified • Project costs separate and accountable • Center objectives unified and leveraged • Leverage and Collaboration • Share administrative costs • Common research goals • Complementary Outreach Program • Greater visibility of Center activities

  3. OMP, FAA and UIUC in partnership O’HareModernizationProgram FederalAviationAdministration Subgrade issues Materials & Pavements Outreach Subgrade & pavements Wildlife issues Anti-icing Outreach

  4. Our OMP Partner • $6.6B program • 35 miles of runways, taxiways • 2.2M cu yds of PCC • 29M cu yds of earthwork • Modern, parallel runway configuration • Massive earthmoving, construction, hydraulic, environmental impact challenges

  5. OMP • A City of Chicago organization • OMP is led by joint ventures: • a Program Manager -- DMJM Aviation • Individual runways have their own design JV • “Master Civil” -- BPC Partners • Construction Manager

  6. OMP Advisory Board • Joe Depa, DMJM (PMO) • Chris Arman, OMP • Mike Hanlon, Airline Representative • Ross Anderson, BPC (Master Civil)

  7. OMP objectives • Technical objectives • Pursue research in support of OMP, and thus we share basic objectives of OMP • Illuminate technical issues at O’Hare • Improve basis for decision-making • Lead to cost-effective solutions

  8. OMP Objectives • Outreach objectives • Support advancement of traditionally underrepresented groups in engineering and construction • Attract students to technical career paths, particularly in service to O’Hare • Participate in communicating to the public

  9. Tangible Impact! • The CEAT study of subgrade stabilization and the “k-150” support issue contributed to decisions that avoided additional test sections, saving over $100,000. • The CEAT study of subgrade stabilization provided specification language to define procedures for lime modification and lime stabilization, providing for improved construction quality and reduced potential for weather-related construction delays. • The CEAT study of soil and turfgrass contributed to a decision to avoid import of topsoil to O’Hare, saving millions of dollars. • The CEAT study of aggregate quality led to establishment of specification language to achieve longer pavement service life with 40-yr resistance to freeze-thaw and reduced potential for damaging alkali-silica reaction (ASR) in the concrete. • The CEAT study on concrete mixtures led to specification language to reduce shrinkage cracking potential. • The CEAT study of mixture proportioning identified strategies to reduce concrete cost compared to previous O’Hare mixtures, with potential to save over $100,000 on the 9L-27R new north runway.

  10. Current 2005 Program • Technical • Subgrade stabilization -- Erol Tutumluer & Marshall Thompson • Raw Materials -- Leslie Struble • PCC Pavement -- Jeff Roesler & David Lange • Outreach • Minosca Alcantara, CEAT Outreach Coordinator • College support, too: Eve Earles, etc. • Focus: MBE/WBE, Contractors, Education

  11. Proposed 2006 Program • Will start January 2006 • Expands research by ~30% • Projects: • Subgrade Soil Support and Stabilization -- Thompson/Tutumluer • ASR and Role of Potassium Acetate on ASR -- Struble • PCC Pavements -- Roesler/Lange • Aggregates Testing -- Tutumluer • Airport Wildlife Safety Management -- Herricks/Branham • Field Validation of Constructed Subgrade and Pavement -- Popovics/Roesler/Thompson/Lange • Reflective Cracking and Grooving of Asphalt Overlay -- Buttlar/Al-Qadi • And Outreach Program
