3. History An international ad-hoc Task Force (Canada, Mexico and US industry and NRTLs) was set up by NEMA to hammer technical and tactical details.
Liaisoning : IEEE, UL, ICEA, ASTM, CSA, ANCE, USNC, CSC, etc.
ASTM tables were aligned with IEC 60228
4. History Submittal options:
“in some countries” clause to get the tables in the printed standard and then negotiate an EDR
Annex E of Part 2 IEC directives - size. Not sure how powerful a tool this could be.
EDR request. Not acceptable in the CDV phase, need to wait the maintenance cycle. New and unknown tool.
5. History Tactical option considered
Create a CANENA “60228” and get IEC to refer to it as a normative reference. Not clear if possible since IEC 60228 exists already and the CANENA – IEC agreement targets CANENA areas not covered by IEC.Time was also a factor.
6. History At CDV stage:
Mexico and US voted negative with the AWG system proposal as comment
Canada vote affirmative with “in certain countries” request
7. History CDV ballot was successful. 2 negative votes
N. American countries comments were noted but not really addressed.
Canada’s request initially not even noted. After negotiations a note was included in the Foreword with a small conversion table

All North American countries voted again negative
Ballot passed (only 3 negative votes)

Two documents essentially raising barriers for AWG inclusion were presented.
A “study group” was established to discuss the two documents. It is chaired by the most vocal opponent of the proposal.
10. Future actions Submit the EDR and support it at all levels
Learn form previous EDR submittals:
Define “infrastructure” linked to AWG sizing system
Support “relevant market share” argument with data
Ensure the ballot limits the voting options to those defined by the EDR policy
Try to find allies before the vote
Keep SMB informed
11. Major issues “Limited market size” (30% of world market in over 60 countries!)
Long term commitment towards a single metric system
IEC 60228 is a fundamental building block for all insulated cables, connectors, wiring devices, boxes, current protection devices. Inclusion of AWG could affect all.
