Time Is Of The Essence • Time is Money. • Time is slipping away. • There is no better time than now…
There is treasure in trash in Nassau County. Let’s stop burying it. $ Millions!
Current Year • $ 3 Million - Residential assessments • $ 5 Million - One Cent sales tax used to cover operational deficits
Proposed 07-08 Budget Year • $ 3 Million - Residential Assessments • $ 2 Million - One Cent sales tax used to cover operational deficits • $ 1 Million - Reserves used to cover operational deficits $2 Million annual debt service eliminated
We Were Elected To Solve Problems • This is a financial problem • We must avoid non-financial distractions • New outcomes require new approaches
To Stop The Bleeding We must: • Identify “permanent closure” funding sources • Identify “post closure” funding sources • Eliminate on-going deficits (including ending operations totally) • Eliminate the residential assessment now imposed on the citizens
Possible Solutions • Sell it. • Wholesale remaining space (fill up the landfill) • Partner - Private enterprise • Convert it – Private enterprise transfer station • Close it down.
Closure Cost $ 15 Million(Probably $ 12 - $ 13 Million) Funding proposed to close the landfill Oct 1, 2007: • $ 2 Million One Cent sales tax (07-08 budget) • $ 3 Million One Cent sales tax reserve • $ 2 Million anticipated Residual Equity • $ 6 Million closure escrow • $ 1 Million Renewal / Replacement Reserve • $ 1 Million LF Cash Reserve
